Moving "Global variables" out of "Alternatives"; I don't think it's really been considered in the same way that others have, so there's no reference to provide.
It was in my mind to add String in order to support libraries in `package`. `print` is added in order to have a String go to stdout. I've tried to do `print` in a way that won't be too hard to add other printable types, but it's probably also somewhat optional here -- that is, if desired, I could remove it. But it was a lot easier to doublecheck `\n` behavior with it, and I suspect it'll be helpful in other tests if it supports more value types.
On the side, this also fixes dereferencing in Pattern/Expression Print() calls, which I was noticing printing pointers instead of values. This may be another argument for moving away from passing pointers, since this seems to be a difficult-to-catch error.

This proposal defines the very basics of `class` types, primarily focused on:
- use cases including: data classes, encapsulated types, inheritance with and without `virtual`, interfaces as base classes, and mixins for code reuse;
- anonymous data types for called _structural data classes_ or _struct types_. Struct literals are used to initialize class values and ad-hoc parameter and return types with named components; and
- future work, including the provisional syntax already in use for features that have not been decided.
The intent is to both make some small incremental progress and get agreement on direction. As such it doesn't include things like nominal types, methods, access control, inheritance, etc.
It proposes this struct type and literal syntax:

var p: {.x: Int, .y: Int} = {.x = 0, .y = 1};
```
Note that it uses commas (`,`) between fields instead of semicolons (`;`), and no introducer for types or literal values.

- `exec.map` is a correctness issue, the reference to `test` was incorrect on threading so it wasn't updating all tests.

I think the MS C++ extension is what was causing vscode to hang for me. I've been trying clangd and it seems to work better.
yash is syntax highlighting for ypp/lpp. The builtin markdown support's gotten better, so I'm removing the non-standard recommendation.
This implements decision #565 to use `T:! Type` to declare generic parameters, and `template T:! Type` for template parameters.

This creates a ReturnExpression. A separate change should enforce that an implicit return of `()` is only allowed in functions that have an implicit return type of `()`, and I think the structure taken here should ease that.
For now, we permit non-empty tuples to have trailing commas, and require
a trailing comma if there's exactly one list element. The exact rule
here has not yet been decided.
Lex [iuf][1-9][0-9]* as a new kind of "sized type literal" token. When
parsing that token, form a literal expression.

For error recovery, allow the braces around the controlled statement of
an `if`, `while`, or similar to be omitted. Remove support for nested
code blocks as this conflicts with struct literal syntax.
- In pre-commit-config, add a run of `--update_list`. I'm doing this because I noticed (on running tests.py) that we'd lost track of a few tests.
- In tests.py, the paths affect bison output where the path to the file is mentioned. This shift should make `--update_goldens` more reliable.
`Pattern` is intended to pilot some changes I would like to apply to all our sum types:
- The alternatives are expressed as derived classes rather than members of a `std::variant`.
- The alternatives are classes in the [style guide sense](https://google.github.io/styleguide/cppguide.html#Structs_vs._Classes), meaning they can have invariants, but can't have public data members.
- Creating an object is expressed using a constructor rather than a factory function.
- Accessing an alternative is expressed as a cast (using LLVM's RTTI system) rather than `std::get` or a `Get` method.

- Archive PRs (only) after 14 more days
- Adding "long term" for issues which can't be resolved in a few months, but shouldn't be marked `inactive`.
Trying to simplify the process of updating golden output, and ensuring that we aren't missing any tests. With this script, it should be roughly "Add the .carbon file, then run tests.py --update_all"

Expand the description of the structure of a proposal PR. Clarify that
the full PR is the proposal, not only the P-numbered document. Start a
design style guide and use it to describe which parts of a proposal
should not end up in the design.
