Richard Smith 2acdf6c358 Improve conversion to / from BoolValue. (#3821)
Rename `BoolValue::FromBool` to `BoolValue::From` as requested in #3816.

Add `BoolValue::ToBool`.

Convert existing code to use these where appropriate.
