Jon Meow 411c171b95 Add a script for updating the triage group (#64) 
We're using labels for proposals... https://github.com/carbon-language/carbon-lang/settings/access allows granting triage access for specific teams. https://github.com/organizations/carbon-language/settings/member_privileges doesn't appear to allow doing the same at the org-level. So I've decided to create a team that mirrors the org, and grants triage access. `¯\_(ツ)_/¯`

I don't know that this is the right solution long-term, but for now I think it's right.

Manually updating this group is slow and error-prone, so the script automates it.

Chandler Carruth dbb063c7a9 Canonicalize license file header to reliably fit in 80-columns. (#28) 
The original header was exactly 80-columns which made every file format
with a line-start comment syntax reflow the text. Instead, pick
a canonical re-flowing that keeps it to just three lines. This also lets
the text refer to the project which seems more clear.

No practical or semantic change here, just getting consistent wording
and line breaks for regularity.

Jon Meow f1a67a89b6 Set up Prettier for formatting, and run files through it. (#7) 
CONTRIBUTING.md replaces the mention of Google style guide (which isn't automated) with Prettier (which should do most of the hauling). The rest is the formatter.

Chandler Carruth 560a59d3f0 Improve structure and link in the main README.md file. 
This moves the structure overview to the end to center the reader on the
more substantive sections and removes some redundant content from it.

It also moves the inner headings to be 2nd-level headings instead of
3rd-level (we only had two levels).

Lastly it corrects a link to the goals document.
