Add range flag settings to interop files (#5564)

Browse Source 
Where `--no-dump-sem-ir` is used, change to `--dump-sem-ir-ranges=only`.
Otherwise, add `--dump-sem-ir-ranges=if-present` with a TODO to change
to `only`.
