Found by fuzz testing, root caused to #7479 - fixing this issue for Var in a similar way to how it was fixed for Let in that patch (by adding `RuntimeBindingName` to the possible things in the name binding. Not sure if this would be better fixed by adding `RuntimeBindingName` to `AnyRuntimeBindingPatternName` or something else? Assisted-By: Gemini with Antigravity
