Jon Ross-Perkins	81c2b3be1a	Handle some more errors in interfaces without crashing. (#6155) ... This fixes and tests two crashes related to what I was observing [on #toolchain](https://discord.com/channels/655572317891461132/655578254970716160/1422723976483831848). The approach to Cpp imports taken in #6086 is problematic because it returns before the work stack is completed, and doesn't store the resulting constants.
