Chandler Carruth 8c64f0bfdd Add -Wmissing-prototypes and fix issues it finds. (#4019)
Most of these are places where we failed to include a header file and
simply never got an error about this. The fix is to include the header
file.

Most other cases are functions that should have been marked `static` but
were not. Finding all of these was a main motivation for me enabling the
warning despite how much work it is.

One complicating factor was that we weren't including the `handle.h` for
all the state-based handler functions. While this isn't a tiny amount of
code, it is just declarations and doesn't add any extra dependencies. It
also lets us have the checking for which functions need to be `static`
and which don't. For the `parse` library I had to add the `handle.h`
header as well, I tried to match the design of it in `check`.

I have also had to work around a bug in the warning, but given the value
it seems to be providing, that seems reasonable. I've filed the bug
upstream: https://github.com/llvm/llvm-project/issues/94138

I also had to use some hacks to work around limitations of Bazel rules
that wrap `cc_library` rules and don't expose `copts`. I filed a bug for
`cc_proto_library` specifically:

Jon Ross-Perkins 9e03d5efe2 Change explorer's file_test to support argument passing to main. (#3032)
This shifts explorer's file_test to use ExplorerMain in order to be able
to pass arguments similar to how the command line would. It also means
that various output wrapping done by the command line is shared, no
longer copied by file_test.

In order to help make this work, I plugged vfs::FileSystem into
explorer, similar to how we're doing this on the toolchain side (might
try to share more code later). I was having trouble getting an overlay
working, I think due to how paths are specified -- but due to the issues
in fixing this, I'm just loading the prelude into the InMemoryFilesystem
for now.

Under this approach, I'm unifying more of the file versus string
handling. I think we should shift towards an approach where, like
toolchain code, anyone trying to use Explorer should use a vfs
implementation to supply code. This should reduce the number of distinct
code paths which we're maintaining/testing.

Short-term, this allows the trace testdata to be merged into file_test
with less special casing, using ARGS:. Long-term, it means that the
file_test knows the ARGS to pass to generate checks to match against,
which is the direction I'm planning for autoupdate.

Jon Ross-Perkins 60c9b202f6 Relocate fuzzer files and the explorer_fuzzer rule. (#3017)
Putting fuzzer files under //testing to emphasize the testonly aspect
(consolidates bazel and common subdirectories). The attributes on
explorer_fuzzer are also a little skewed from what's desirable; it's
been working okay, but this should still be a refinement.

Richard SmithandJon Ross-Perkins ea60e4f491 Track the file kind on SourceLocation rather than computing it from the file name. (#2999)
This will be more correct if a user file is named prelude.carbon, and
reduces the explorer runtime by about 10% by removing a string
comparison from the check for whether trace output is enabled.

Jon Ross-Perkins b1ee45c1e4 Extract ParseAndExecute as its own library. (#2813)
Currently ParseAndExecute-style logic is done in main.cpp and a test. #2799 is adding another test that needs it, as is #2811.

Also more clearly marks fuzzing as testing.

This is being extracted out of #2799 in order to try unblocking progress while review continues.

Jon Ross-Perkins d12583fc08 Do cleanup on explorer fuzzing infrastructure. (#2790)
I'm partly doing this because the current setup would be difficult to share with the toolchain. e.g., ProtoToCarbon isn't explorer-specific, but the only way to run it via CLI is the explorer's fuzzverter. I want a separate tool.

This change:

- Adds a //common/fuzzing:proto_to_carbon tool.
  - The rest of fuzzverter is now just //explorer/fuzzing:ast_to_proto.
  - The change simplifies overall handling and removes a LLVM CLI dependency.
- Stops allowing unknown fields in the proto.
  - This has mostly led to forgetting to remove fuzzer inputs that were for removed features.
- Moves more non-explorer-specific bits to //common/fuzzing.
- Cleans up remaining pieces in //explorer/fuzzing
  - Merges the //explorer/fuzzing proto tests, which deduplicates AstToString copies.
    - These tests also had duplicate dependencies, etc -- and all complete in ~6s.
  - Updates and fixes regen_corpus which was previously broken by other changes.
  - Updates the README to reflect changes.
- Removes obsolete proto-fuzzer build configuration (AFAICT this is no longer needed).
