Jon Ross-Perkins acbe6530c3 Move diagnostics into a namespace (#5173)
What this really does is avoids shadowing names, so that we can
comfortable have things like `Check::DiagnosticEmitter` or
`Check::DiagnosticLoc` without shadowing being a concern.

Note, down this path I'm also thinking about:

- Renaming misc DiagnosticConsumer/DiagnosticEmitter classes, possibly
just to DiagnosticConsumer/DiagnosticEmitter (so
`Check::DiagnosticEmitter` instead of `SemIRLocDiagnosticEmitter`).
- Dropping `Diagnostic` from `Emitter::DiagnosticBuilder`.
- But not for `Check::DiagnosticBuilder`, because `Check::Builder` would
be ambiguous.
- Renaming diagnostics/diagnostic_* to drop "diagnostic".

reminded me of this (in particular the older [Check::DiagnosticBuilder
discussion](https://discord.com/channels/655572317891461132/655578254970716160/1344363562608627763)),
but I'd only do that rename if there's matching consensus about a path
forward where we keep SemIRLoc, and in a way that it's only ever used
for diagnostics (the divergence from which is at the root of current
LocId discussion).

I'm trying to keep that separate from a namespace addition for clarity.

Jon Ross-Perkins e79d3be5bd Combine DiagnosticConverter into DiagnosticEmitter (#4878)
At present, we typically define a DiagnosticConverter, then store an
instance of it and a DiagnosticEmitter that wraps it. This is relatively
minor in general, but I've been trying to create more self-contained
DiagnosticEmitter classes (which hold their own DiagnosticConverter,
similar to NullDiagnosticEmitter), and there it just gets in the way.

Since we don't reuse DiagnosticConverter instances, this combines the
definition into DiagnosticEmitter. Mainly this means we don't have a
separate object in play, and less to carry around.

The most impact is probably to SemIRDiagnosticConverter, which was also
the most complex. Now `SemIRLocDiagnosticEmitter`, this gets some
different construction flow. Note in the PR I've split the file rename
to its own commit, to try to help delta views. However, the most
substantial parts of the refactoring are split into #4876, which this
depends upon.

Jon Ross-Perkins 8f685b6953 Change how diagnostics are ordered (#4778)
This change deliberately breaks away from the line/column ordering, and
instead focuses on a last byte offset corresponding to the final token
processed as part of producing the message. Where that's equal, this
maintains stable ordering in order to reflect the order that diagnostics
were produced.

The intent of this approach is that lex, parse, and check diagnostics
are interleaved based on where they are produced, but that
subexpressions still have diagnostics emitted prior to containing
expressions. In particular, the prior line/column sort essentially
sorted on the _start_ of where a diagnostic was associated, and this is
closer to sorting based on the _end_. As a consequence, something like
`F(1 2)` will have the error for `1 2` emitted _before_ a diagnostic for
`F(1 2)` not matching parameters, instead of _after_.

In check, we track the last handled node. This provides a
last_byte_offset _separate_ from where a diagnostic is associated. The
intent is that this creates an ordering of diagnostics which may be
associated with earlier code, to cause the diagnostics to be emitted
later. An example consequence of this is the change in ordering of
modifier diagnostics: we are diagnosing those from the same place, but
they have the same last_byte_offset, so we print them out in the order
produced.

I've added similar tracking to parse, but cannot identify any test which
is affected by it (note the separate commit, I thought about this late).
I'm not sure whether we have good out-of-order errors we could produce
for this.

A significant number of tests have reordered diagnostics as a
consequence of this change, so this change does not add further testing.

Jon Ross-Perkins cb4686bf21 Enable misc-non-private-member-variables-in-classes and adjust style to match (#4702)
Pursuant to discussion regarding #4699, turn on
`misc-non-private-member-variables-in-classes` using the
`IgnoreClassesWithAllMemberVariablesBeingPublic` flag (the check treats
structs as classes, so we need this for structs with all-public
members). Updates the style guide notes to match, which should be pretty
minor due to the scoping of test fixtures.

Also fixes some underscore uses in test files on the way. Basically this
is keeping the style for [class data member
naming](https://google.github.io/styleguide/cppguide.html#Variable_Names)
even while making them public.

Jon Ross-PerkinsandGeoff Romer 302aa1bb30 Remove uses of StringLiteral in format strings. (#4416)
Building on #4411, avoid using StringLiteral in format strings. This
includes a diagnostic check to prevent regressions (which is also how I
gathered issues).

Note, I haven't looked at `std::string` uses yet, but we might need
things like that to be able to pass strings in code back to the user.
StringLiteral though means that it's literally written down in the
toolchain, at which point it should probably be written in the format
string instead of separately.

Jon Ross-Perkins 6c458ffe7e Add import context for locations. (#3807)
As discussed around #3792, identify the import a diagnostic message came
from prior to the diagnostic message itself. This occurs during location
translation so that the logic can be central.

I'd considered associating the parse node with ImportRef instructions,
but I realized about halfway through that because I need to store the
ImportDirectiveId on the ImportIR for cross-package imports, it's there
for use in location translation without extra work. That saves a fair
amount of stringing it through declarations, as well as an oddity where
ImportRef instructions would have a node that didn't really represent
them.

Jon Ross-Perkins 93e40289dd Collapse diagnostic errors and notes into a single vector. (#3805)
On #3792 it was requested to put context-related diagnostic messages
prior to the diagnostic error. In order to support that, remove the
distinction that an error needs to come first on DiagnosticMessage.

Jon Ross-Perkins 0bd45f0d6b Rename DiagnosticLocationTranslator -> DiagnosticConverter (#3804)
Since the addition of TranslateArg, I don't think this type is going to
go away (cutting a TODO). Refactoring names slightly to fit the current
role, and adding const to ConvertLocation.

Jon Ross-PerkinsandChandler Carruth 0c0998d7cd Error when passing StringRef to CARBON_DIAGNOSTIC. (#3431)
This gets to a lifetime subtlety, particularly with things like the
sorting diagnostic consumer that delay output. In order to reduce the
chance of accidental references, disallow StringRef in the diagnostics.

For example:

Geoff Romer e3d3122f1d Move tests to the namespace of the code under test (#3244)
Rationale: this convention avoids forcing closely-related code to be far
apart in the namespace hierarchy, and vice versa. By the same token, it
makes the namespace hierarchy more consistent with the directory
hierarchy.

Jon Ross-Perkins b9df8ca765 Manual cleanup of toolchain clang-tidy/clangd warnings. (#3157)
A lot of this is more boring "remove unused header", plus some other
minor cleanups. I think the most significant changes were:

- yaml_test_helpers.cpp is doing a switch on an unsigned int, comparing
to enum values.

[bugprone-switch-missing-default-case](https://clang.llvm.org/extra/clang-tidy/checks/bugprone/switch-missing-default-case.html)
is unhappy with EnumBase, but correctly identified
yaml_test_helpers.cpp, so I'm opting to address it rather than disabling
it even though it needs NOLINT in several locations as a result, in
addition to what I think are some low-value `default` cases. I'd be fine
going the other way with this too and disabling it globally (I could see
it being noisier in the explorer).
- MarkInitializerFor swaps the argument names between the .h and .cpp. I
think the .cpp had the order as intended.
- There's a new-ish
[performance-enum-size](https://clang.llvm.org/extra/clang-tidy/checks/performance/enum-size.html)
which I'm basically treating as "add int8_t to enums".

My main motivation here is to just clean up as many of these as I can so
that I stop seeing them in vscode.

Jon Ross-PerkinsandChandler Carruth 04d3901b7f Switch Diagnostic structure to use DiagnosticMessage to avoid pointers (#2502)
Followup for #2490 

The switch of DiagnosticMessage to have DiagnosticMessage means we don't need to use unique_ptr. This means that copy constructors are implicit again and don't need to be avoided, but per discussion still keeping with moves. Comments on HandleDiagnostic try to capture the use of moves there.

I'm keeping DiagnosticLevel at the top-level, and adding some checking that notes are actually Notes.

Also, adding MakeMessage to unify some of the logic (this has particularly been bugging me around format_fn, and I ran into it here because of the Diagnostic -> DiagnosticMessage change). The addition of NoTypeDeduction is intended to avoid some duplicative comments that'd been piling up.

Jon Ross-PerkinsandChandler Carruth 6c9b7cba55 Add a DiagnosticBuilder to support context on diagnostics. (#2490)
This is currently used once for PreviousDefinition in semantics.

This PR doesn't just add a builder, it also adds support to the emitter itself to collect notes attached to a diagnostic, and to the consumers and emitters to print all of them.

Jon Meow 9c716e9c3b Move tests into Carbon::Testing, set small size (#992)
The small size is for the 1m vs 5m time limit -- all these tests _should_ be fast so a lower limit seems consistent, and the 5m timeout was getting in my way when trying to debug *actual* timeouts.

The Carbon::Testing bit is for convenience -- test libraries are generally using it, it seems like the tests should too. Note this reduces the need for `using`.

This does push NodeMatchers into Carbon::Testing -- I don't think this was benefiting from having its own namespace; `using namespace` is discouraged [under style](https://google.github.io/styleguide/cppguide.html#Namespaces), we wouldn't support an equivalent in Carbon, and it feels like it's not helping to avoid name collisions. (also tidy was bugging about it, and while I could NOLINT that, this felt like the better approach)

Jon MeowandChandler Carruth 652cd8c636 Style updates, mostly _ naming (#970)
There are some declaration order changes, and a few test classes switched from `struct` to `class`. However, this PR is mostly adopting `_` naming of private member variables due to the shift in naming style. None of what's here should have behavior impacts, it should just be style.

Note, there are a lot of things that *look* like they could be accessor-named, but I'm not doing that in this change. Happy to do it separately if you want me to do another PR focused on it.

Chandler Carruth 5f67029479 Use upstream GoogleTest and add related test utils. (#876)
This moves over to the vanilla upstream GoogleTest pulled in the more
expected manner with Bazel. It also adds Abseil and Google Benchmark
libraries in the same fashion (there are cross dependencies here).

As part of this, also introduce a dependency check test that can enforce
basic layering of dependencies. For example, this lets us ensure that
non-test Carbon code only depends on LLVM and Clang despite having other
libraries available. There remains some cleanup to improve the way these
dependency tests work, but this at least ensures we don't regress.

I've also provided workarounds to allow both Carbon code and LLVM code
to freely be used with GoogleTest (and other `std::ostream` based
output code). This is done by extending the code in
`//common/ostream.h`. One downside is that it requires opening the
`llvm` namespace and adding an ADL_found overload there. I think on
balance this is still a win and doesn't make me too nervous.

The new version of GoogleTest requires printing more often from matchers
and so I've also added several printing routines to types that
previously didn't require them. Otherwise, most of the updates are just
using the more conventional upstream style of including the headers and
adding `ostream.h` where it is needed.

I did consider moving code over to use `std::ostream` instead of LLVM's
`raw_ostream`, but the advantages of not doing virtual dispatch still
seem significant, and it also seems good to retain access to LLVM's
formatting utilities built around `raw_ostream` given that we can't pull
arbitrary dependencies into Carbon code outside of test code.

All of this was slightly motivated by requests for newer features in
GoogleTest, but much more-so by my desire to have access to Google
Benchmark and Abseil when writing benchmarks. For example, using
Abseil's random number generator seems extremely helpful when generating
inputs for benchmarks. The growing dependencies between these packages
further motivated me to just pull them all in and ensure they worked
well.

Chandler Carruth 8f8ab23a77 Move the toolchain into a top-level directory. (#567)
This should clean up our top level directory and the build patterns.

No non-mechanical edits here. Just injecting `toolchain/` and
`TOOLCHAIN_` and then running formatting tools.
