Geoff Romer a5f3d45717 Fix uses of "dependent" to mean "dependency" (#7599) 
For consistency with existing code I've chosen to use "dep" as an
abbreviation for "dependency", even though it's somewhat ambiguous with
"dependent".

Dana Jansens 233a58fcb1 Fix ty errors for missing generic parameters (#7326) 
Mostly these errors were around `dict` missing arguments, and they are
almost always `[str, Any]`.

But a real thorn here was `xml.etree.ElementTree.Element`. `ty` insists
that this is a generic type, and indeed it appears to be one, or
becoming one, in some python version. But it is not generic in python
3.12. So we are stuck in an unsolvable land where:
- `ty` gives an error unless you write `[str]` on the type, because it
thinks it is generic.
- python3.12 gives an error if you do write `[str]` on the type, because
it thinks it is not generic.

Forcing `ty` to target exactly python 3.12 does not help. So I have just
used a linter-ignore comment on that line.

Chandler Carruth b344f3af12 Switch a few stragglers to uv and update python to 3.12 (#7296) 
Not sure how these got missed when moving other things to `uv`, but this
should clean them up.

The bump to Python 3.12 is so that we can use `@override` with the
simple import from `typing`. This is needed by the newest versions of
`ty` to do type checking. Added the relevant `@override` annotations.

Chandler Carruth 3ef128ac91 Switch to Astral Python tools: ruff and ty (#7243) 
This replaces black, flake8, and mypy with the more modern and efficient
tools `ruff` and `ty` from Astral.

Chandler Carruth b79ce84f33 Switch to uv for all of our Python scripts (#7242) 
This removes the need to install any specific version of Python or
figure out how to configure it by instead asking users to install `uv`
and letting it manage Python. Among other advantages, `uv` is designed
to be fast enough to embed directly into our scripts.

We were already using this in `bench_runner.py` so that the script could
import non standard library dependencies. Moving to it for the rest of
our Python unifies the approach and will also enable dependencies
whenever needed.

I've left `github_tools` alone as it has special handling with its own
Bazel setup.

I've updated the contributing tools to explain the approach here.

Richard Smith c6253b93f9 Don't identify sibling PRs as dependencies. (#7145) 
Also, when constructing the diff link, make sure we pick a commit that's
on the current PR's branch as the starting point. github wasn't able to
properly process the links we were creating before, if the last
dependency PR had commits that weren't on the current PR.

Fix a couple of tests that were broken by a prior change.

Richard Smith bb5a9f3747 Fix dependent PR changes link. (#7136) 
Use A..HEAD, where A is the head commit of the most recent dependency
PR. This should list all commits that are in the current PR that are not
part of that dependency commit. Produce the "warning" message if that
diff will include any commits that are in any other dependency PR.

Chandler Carruth 0e308e0739 Switch to a manual check status for dependent PRs (#7117) 
The labeling script will now directly set a check status for the PR as
`pending` when it marks something as dependent, and clear it when it no
longer is. This emulates a check that starts when marked as dependent
and runs until the last dependency lands, allowing automerge and other
workflows to work cleanly.

The branch protection rule will have to be updated to the new spelling.

This should do the same key thing as #7113, but integrated to the new
script.

Instead of linking to the first commit to be reviewed, link to the
complete series of commits to review. Include a warning if not all the

Chandler Carruth 824d7e3c83 Create a GitHub action to automatically handle dependent PRs (#7101) 
This should detect when a PR has a dependency of another open PR and add
a comment and label describing it. The comment will even do a
best-effort to compute the best starting commit for review.

Whenever PRs are closed, it will also scan the open depnedent PRs and
try to either remove the PRs in the comment or if it reaches zero the
label.

It works to update a single comment on a PR rather than adding more
comments.

Jack McCluskeyandJon Ross-Perkins 319c3caf99 Convert Python type hinting to be PEP-585 Compliant (#4083) 
Python [PEP-585](https://peps.python.org/pep-0585/) replaces a number of
`typing` module types with built-in equivalents and `collections.abc`
versions as of Python 3.9, with the aim of eventually removing the
`typing` module versions of these classes altogether. Since the minimum
required version of Python listed in the [Contribution Tools
document](https://github.com/carbon-language/carbon-lang/blob/trunk/docs/project/contribution_tools.md#main-tools)
is 3.9, the type hints in the various python files in the repo can be
updated to this style of type hint without a need for backwards
compatibility.

Jon Ross-Perkins 3822c1b526 Split github_tools into its own bazel repo. (#3632) 
The pip dependencies in github_tools are the reason the
MODULE.bazel.lock is platform-dependent. Following complaints about the
platform-dependence, split apart github_tools from the rest of the bazel
repo and make it not track the lockfile: while there's an incremental
safety risk due to not tracking checksums, it's unlikely the tools there
would ever be part of a Carbon release process. If we eventually add
Python tools that need pip to the release, it might be desirable to go
back to re-unify the bazezl repos.

This does make running pr_comments incrementally more inconvenient
because a "bazel run" needs to be run from the github_tools subdir.

As a consequence of separating the dependency, this means tests will not
be continuously run in github_tools. They're now a separate repo, and we
cannot add a dependency without restoring the platform-dependent issue.
I think pr_comments is sufficiently low value and unchanging that it is
not worth building separate CI for it.

Cleans up some legacy references to third_party/llvm-project, since now
github_tools needs to be added to the main bazelignore.

Chandler Carruth 5a098089c5 Upgrade to latest rules_python. (#3423) 
Also requires switching to using `pip_parse` and providing a fully
resolved requirements lock file. This moves the input requirements to
the `requirements.in` file, and processes it with:

```console
$ bazel run //github_tools:requirements.update
```

This will regenerate the `requirements.txt` file that is checked into
the repository. The advice in the documentation is specifically to keep
this file checked into the repository for hermetic builds with stable
Python dependency versions.

This should fix builds on systems where the Python version is 3.12 and
newer and the older version of `rules_python` stops working with errors
due to removal of long-deprecated interfaces.

Jon Ross-Perkins 605763d62d Add lint fixes to the buildifier setup. (#3109) 
The main motivation for this is to get python loads in using the
`native-py` lint fix. However, enabling that made me wonder, maybe we
should fix in general?

`native-cc` is delayed, but not wholly cancelled (and `native-py`
picking up might indicate `native-cc` won't be too far behind). There's
also some automated fixes for `.append` and dict sorting -- this felt
okay to me, maybe not something to eagerly add but probably not worth
stopping buildifier from fixing (I've noticed the warnings in the past
and had been ignoring them).

Running everything does mean that load orders are sorted automatically
now, which I think is a positive. Most generally, I think these fixes
aren't _harmful_, and having them done automatically seems beneficial:
my biggest concern about `native-py` and `native-cc` was actually that
regressions wouldn't be caught, but this addresses that issue
automatically.

Where there was an object initialization immediately followed by
assignment I condensed it to one line, which seems to be the convention
looking at other files. I also deleted the repetition of 'of' in some
c++ comments because it was grammatically incorrect.

Jon Meow 107848e30f Switch mypy approach to pre-commit (#1234) 
I'm treating my PR to mypy bazel integration as dead in the water. Abandoning that approach, this seems to work reasonably well as a replacement. It's actually a slightly newer version of mypy too -- the bazel integration was stuck on an old version.

Note I don't think we're losing much: we shouldn't be writing too much python.

Jon Meow 3351443c8f Switch to a mypy fork that handles imports (#823) 
I'm seeing if I can upstream thundergolfer/bazel-mypy-integration#43, but we can also point at my fork for the time being.

This should resolve conflicts with mypy treating imports as non-hermetic, creating inconsistent behavior if packages are/aren't installed locally.

Jon Meow 1e8930e21b Bazelify the jekyll handling. (#230) 
- Shift some things around to adjust to being in bazel.
- Add separate build/serve/publish scripts for use by bazel (not set up for direct execution, but bazel requires +x).
- Fix some tests I noticed not running unittest.main as a result of the switch.
- Move md files into filegroups for build reuse.
- Disable automatic site publishing (now `bazel run //website/jekyll:publish`)

Site publishing seems like it'd be too much trouble to keep automated... The C++ toolchain essentially needs to be set up due to the repo config, along with syncing the LLVM submodules, etc. That seems a bit annoying to do on each run of the publish-docs action, and not something I really want to maintain. If we get a CI, we can focus on it more there, but this feels like it'd just be a one-off to maintain as a github workflow.

Chandler CarruthandJon Meow a9c70c1057 Clean up references to the carbon-toolchain repository. (#226) 
Now that we've centralized on a monorepo, tidy up some lingering
references.

For the `pr_comments.py` script, I've left the flag in place to select
a repository as it seems useful functionality to have available even if
we don't expect to need it in the near term. That said, I can pull it
out if folks prefer.

I haven't updated any of the *proposals* because it seems better to
leave those as-is from when they were written. The references seem
unlikely to be confusing to me. Happy for suggestions if needed there
though.
