Jon Ross-Perkins e0305684b0 Add MakeVerifiedLocIdAndInst for runtime validation (#6942)
This follows up on a discussion about wanting to use `Any*` inst
clusters to handle boilerplate construction, with the issue that
`UncheckedLoc` use removes validation. Some context is at
https://github.com/carbon-language/carbon-lang/pull/6930#discussion_r2963157428.

This folds in `MakeImportedLocIdAndInst` because the logic is related,
particularly for `LocId` values which are `ImportIRInstId`, and it
eliminates questions of what the right function is to use.

This uncovers an error in the `NodeKind` associated with
`FormBindingPattern`. For now I'm just adding a TODO regarding that.

Jon Ross-PerkinsandRichard Smith 973d721916 Some more edits to EnumBase and EnumMaskBase (#6054)
Adds a unit test, and some smaller edits:

- Remove the `=` when defining names, in order to change `}` placement
by clang-format on uses.

- I believe with `EnumBase` that keeping the `=` had been a deliberate
choice, so this PR is intended to confirm that removing it is okay.

- We can't just do nothing because `EnumBase::name` uses indexing that's
incompatible with `EnumMaskBase`.
- Some small comment cleanups.
- Tests don't need to be in the `Carbon` namespace anymore, macros work
fine in other namespaces, but it's still the right namespace.
- Documentation on `EnumBase::name` seems to be referring to a prior
structure, wherein we had a macro defining the function instead of the
`Names` array.

Jon Ross-Perkins 27d0d26739 Replace value_kind with has_type, make FormatInstLhs name-dependent (#5501)
InstValueKind is really just wrapping HasTypeIdMember. Rather than
exposing this as an enum, expose it as a bool since it better reflects
what's going on.

In eval.cpp, AddImportedConstant should never be called on an untyped
instruction.

In FormatInstLhs, we can also depend on whether InstNamer has assigned a
name in order to decide whether to print an instruction. This should
avoid some divergence with CollectNamesInBlock.

We also discussed restoring InstValueKind::Untyped, but that's mainly
motivated by the formatter, and the InstNamer approach gives a more
localized implementation.

Jon Ross-Perkins 469f1c8e64 Refactor InstKind to move metadata from macros to the type. (#4119)
This adds `DefinitionInfo` for `Define`-based configuration so that
parameters are optional. It also makes it easier to provide the
equivalent functions on both `Definition` and `Define`.

A common pattern used here is to change from a `switch` with in-line
`case`s to instead have `case`s that call an overloaded function. What's
happening here is that the instruction type is used to select an
overload, and if an overload is not defined, a compiler error would
result. Meanwhile, clusters of overloads are being defined using
`requires`-based templating, so that equivalent implementations are not
copied. This addresses a limitation of a vanilla `switch` approach where
it's hard to have redundant cases using conditional logic, while also
getting compiler errors when adding new `InstKind` entries, which had
been a significant part of why we used macros previously.

This starts hitting some odd clang-format edge cases causing
`CARBON_KIND_SWITCH(inst){` (missing space), which I haven't seen
before. Adding `CARBON_KIND_SWITCH` to .clang-format works around it.

79c0b65288 Separate constant emission from function emission. (#3916)
Make constant emission non-recursive, and stop building a bogus
FunctionContext to emit constants.

To support this, move `InstConstantKind` from the typed instruction
definition into the `.def` file, and add more macros to allow us to
generate case labels based on whether an instruction is a constant.

Richard Smith 1349cc1e8e Track on InstKind whether each instruction kind can define a constant. (#3908)
The intent is to use this information in lowering to determine which
kinds of instruction need constant lowering code and which kinds need
runtime lowering code. For now we just validate that we only create
constants with instructions that should be able to form constants.

Jon Ross-PerkinsandRichard Smith f197219c10 Split parse nodes out from instructions because they're rarely used. (#3590)
The parse nodes are still tracked as part of the same value store
interface in order to ensure parity, but they're split out from Inst
itself in order to reduce the size of Inst -- the expectation is that
they don't need to be passed around quite as much.

This change doesn't actually reduce the passing very much, although
there are hints of it: AddInstAndPush doesn't typically need a separate
parse node from the one on the Inst itself, for example. In a couple
spots I changed code to rely a little more on the InstId until the
ParseNode is needed, but it's very low hanging fruit where done. I think
convert could do more to not eagerly fetch the parse node before its
use, but more cleanup felt it would be easier to handle separately. I'm
currently viewing this as making such cleanup _possible_ rather than
executing on it up-front.

But also, I want to make sure there's a consensus to head in this
direction before pulling the trigger. We speculated that this would
result in the parse node being passed around less, and I do think that's
the case, although it's a bit fuzzy in the change.

2e97f27b8d Typed wrappers around parse tree nodes (#3534)
These are intended to allow the structure of a parse tree node to be
described more precisely in code, to support these use cases:

- Automated checking that the parse tree conforms to the expected
structure. (Added to `Tree::Verify`.)
- Easier reading and understanding of the structure of the parse tree by
toolchain developers. (See `parse/typed_nodes.h`.)
- Easier navigation of the parse tree, for example for tooling uses and
for use when forming diagnostics.

On this last point, an object representing the file may be inspecting
using `Tree::ExtractFile`, as in:

The `Extract...` functions collect the child nodes into the typed parse
node's fields (internally using a `Tree::SiblingIterator`) for easy
access. However, this is not as fast as directly observing the tree
structure using the postorder strategy being used by the check stage.

These functions rely on using struct reflection on the typed parse node
definitions from `parse/typed_nodes.h` to get the expected structure of
child nodes and then populate them.

Note that validating these in `Tree::Verify` adds significant cost to
it, and is currently included in the parsing stage. Without this change,
a 10 mloc test case of lex & parse takes 4.129 s ± 0.041 s. With this
change, it takes 5.768 s ± 0.036 s.

This builds upon and completes #3393.
