Richard Smith e8cd229e74 When performing an impl lookup, only import impls for related interfaces. (#6040)
This avoids impl lookups involving, say, `Core.Int` pulling in all ~65
impls in "prelude/types/int", which resulted in a lot of unnecessary
importing work, followed by a lot of unnecessary inst namer and inst
formatter work.

Before:

That's still slower than it should be, but a large improvement
nonetheless.

Richard Smith 36f0a73092 Initial support for interop with class/struct/union fields. (#5849)
Add a new type, `custom_layout_type`, representing a struct type whose
size, alignment, and field offsets can be manually controlled. Use this
as the object representation type for imported C++ class types (which
also includes struct and union types), allowing us to model C++ class
type layouts. In passing, also add support for incomplete C++ class
types, mapping them into incomplete Carbon class types.

Map C++ fields into Carbon field declarations, allowing direct access to
C++ fields from Carbon. So far, no support is added for base classes nor
anonymous struct or union declarations; those will be added in
subsequent PRs. Also, we don't map C++ access control into Carbon yet,
so all C++ fields are accessible regardless of their access control.

For now we still use a `struct_type` as the object representation for
empty C++ classes, in order to continue to support our existing tests
that convert `{}` to empty C++ class types. This is temporary and should
be removed once we support interop with C++ class initialization.

Boaz Brickner 609ccefd18 Introduce a Clang diagnostic instruction and use it to point to C++ source locations on Clang errors and warnings (#5262)
Introduce `ImportIRId::Cpp` and refer to clang source location in its
`ImportIRInst`.

Boaz Brickner 6a99c4e970 When diagnosing a duplicated name, add the name to the diagnosis (#4902)
In order to have the name available for diagnostics, we now always set
`NameId` in `NameContext` and put `poisoning_loc_id` as part of the
union with `resolved_inst_id` instead (since we never need both).

Jon Ross-Perkins 311b4ff03d Refactor AddInst-family functions to their own file (#4941)
This in particular uses free functions because it's likely to end up
more consistent with types (versus a wrapper object for InstStore).
Note, this is unlikely to have a performance impact, but if it does, we
can look into related approaches (and we've already discussed using
LTO).

Renames `PendingBlock::AddInst` to `PendingBlock::Add` because
`MakeElementAccessInst` expects the matching name to exist.

Jon Ross-Perkins 9c0faf007e Invalid comment cleanup (#4836)
This is a followup from #4834, I searched for "invalid" uses in our
codebase. This is mostly changing comments, and a couple debug
functions, but shouldn't affect testable behavior.

Note a couple things I'll highlight as not changing (but could) are:
- `ReturnTypeInfo::is_valid`
- `"invalid"` uses in the formatter
- `AddInvalid` for `!has_value` in `inst_fingerprinter` (because the
cases it's called sound invalid-ish)

Richard Smith a0609b9155 Don't eagerly import all impls. (#4447)
Instead, eagerly import only the impls from the api file corresponding
to the current file, if any, because we need those for impl
redeclaration lookup. For all other cases, load only the impls in
libraries that are referenced as part of an impl lookup query.

Jon Ross-Perkins 40b2217421 Initial 'export name' handling. (#3949)
This adds a `BindExport` instruction in order to better track the
location of the `export` itself, but a `bind_name_id` is also added to
`ImportRef` so that we know quickly where to put it in name lookup.

Merging identical names is a TODO. I haven't quite decided how best to
achieve that, because I do think the BindExport should be what's
actually added to name lookup.

Also, I will probably add a mode to DeclNameStack that blocks
non-namespace scopes. This seems to already be an error, but the wrong
one (maybe due to lack of support for cross-file decl/def support).

Jon Ross-Perkins 92fa0ac1ac Remove ImportRefUsed (#3934)
This was to track use of a declaration after import, prior to a
redeclaration. Per [discussion on
Discord](https://discord.com/channels/655572317891461132/1217182321933815820/1236016521059237962),
we likely don't need this check due to the change in behavior of
`extern`.

Rather than potentially getting one of many `extern` decls and depending
on it by accident, it is now planned to be _required_ to be imported,
and the library doing a non-`extern` decl must _know_ it's importing the
`extern` decl. The stricter requirement on the library means it now
seems more reasonable to use the `extern` decl.

So kind of rolling back #3831, though keeping `ImportIRInstId` (at least
for now) and keeping `Loaded`/`Unloaded` terminology (seems a nicer
fit).

Jon Ross-Perkins c82ce8faae Start adding tracking of the complete list of IRs under check. (#3915)
As we talk about how imports should work, we want to start having
indirectly imported IRs in `import_irs`, where it's currently only
directly imported IRs. The tracking of `CheckIRId` is set up to be able
to determine whether an IR being indirectly imported is actually already
tracked (and may be a direct import). Changes here to how ApiForImpl is
handled start using the logic.

Note that indirect imports may be added while processing even the first
import from the current library. As a consequence, it's necessary to
prepare this map before starting imports, in particular, setting
ApiForImpl before any indirect imports may encounter the same import.
Also, prior validation that `num_irs` matches the final size are no
longer relevant.

check_ir_id is tracked on SemIR because I want to be able to figure it
out given an ImportIR, but the mapping is ephemeral after checking and
so I store that in Context.

I'm putting relevant logic into import_ref.cpp because the primary
alternative is import.cpp, and as more logic is added, ImportRefResolver
will be adding import IRs.

This allows impl lookup to find such impls.

Eventually we'll want to do this more lazily, and filter to the relevant
subset of `impl`s needed for a query. But for simplicity, for now just
import all `impl`s.

Jon Ross-Perkins f8c8861e5f Change ImportRef to a triple state: Unloaded, Loaded, Used (#3831)
This doesn't significantly change logic, although I'm trying to add the
location to used state.

The issue I'm trying to address is how to identify a declaration as
"allowed to be redeclared". Consider:

extern fn F();
```

library "b" api;
extern fn F();

library "c" api;
import library "a";
import library "b";
var x: auto = F();
fn F();
```

What currently happens is:

1. On import of "a", `F` becomes ImportRefUnused
2. On import of "b", `F` becomes ImportRefUsed in order to merge.
3. In "c", the call `F()` doesn't change the state.
4. In "c", the declaration `fn F();` needs some breadcrumb to understand
whether "F" has been referenced, as in step (3) here.

What I want to happen is:

1. On import of "a", `F` becomes ImportRefUnloaded
2. On import of "b", `F` becomes ImportRefLoaded in order to merge.
3. In "c", the call `F()` causes `F` to become ImportRefUsed
4. In "c", the declaration `fn F();` detects that `F` is already
ImportRefUsed, and can use the associated `used_id` for a diagnostic
about why redeclaring is invalid.

Note this PR isn't implementing (4). I'm focused on the refactoring to
add a new ImportRef state here.

Jon Ross-Perkins 475ecca339 Implement constant handling for types of imports. (#3693)
This provides support for Const, Pointer, Struct, and Tuple types. It
does not cover Class, Function, or Interface which have their own Id and
are tracked slightly differently.
