This reverts commit 1889ee3904.
We have identified that this is causing ODR violations, because the
`fuzzer` feature is being added `cc_fuzz_test` targets, and thus any
includes they make, but not to the rest of the build. Any include that
is seen from both places has ODR violations if it branches on
FUZZING_BUILD_MODE_UNSAFE_FOR_PRODUCTION.
We need to apply fuzzer globally when building fuzz targets somehow, or
not set different defines in fuzzer.
The `FUZZING_BUILD_MODE_UNSAFE_FOR_PRODUCTION` flag is a standard flag
proposed by LibFuzzer that is meant to inform compiled code that it is
being built for fuzzing, as described here:

We add the flag to our `fuzzing` feature/config, and enable DCHECKs when
under fuzzing so that we can catch bugs that currently are caught on the
other side of DCHECK, even if they don't cause ASAN to trap a read/write
beyond the capacity of a value store.
This switches `DCHECK` and `FATAL` as well.
The goal is to reduce the code size impact of these assertions so that
we can keep more of them enabled. Currently, the largest cost I see from
`CHECK` is not the actual check or the cold code itself, but actually
the failure to inline trivial functions due to the presence of the cold
code. This means that our goal isn't to reduce apparent code size in the
final binary but the LLVM IR cost assessed for these routines in the
inliner, which closely correlates with code size but is a bit different.
As discussed in #4283, experimentation shows that a single function call
with a minimal number of arguments is the lowest cost model for these.
This is easily achieved with a format-string API that internally uses
`llvm::formatv`. This PR is essentially the `CHECK` version of #4283.
However, the check macros are substantially harder to make work with
both format strings and streaming because they also take a condition.
Also, unexpectedly, I was very successful at devising a regular
expression based automated rewrite from the streaming to the format
string form with only low 10s of manual fixes. This includes compacting
strings broken up across lines, etc. Given how well that went, I've
prepared this PR which just directly switches to the format string API
and migrate everything to use it.
One nice side-effect is that the format string approach ends up greatly
simplifying the implementation here as well.
This is ... *shockingly* effective. Parsing speeds up by more than 3%
with just this change. And checking speeds up by **8%** with this change
alone:

Add checking that a type only satisfies a constraint if it satisfies all of that constraint's equality and rewrite constraints.
Enforce the rule that `=` must be used in impls when specifying associated constant values rather than `==`.
Turn off the pre-#2173 single-step equality behavior. This is getting somewhat ahead of the approved design, but it's a one-line change to restore the old behavior.
Fix `CARBON_CHECK` to handle top-level `,`s in its argument, such as may happen in template argument lists, as this change introduces such a check.
I'm doing this to avoid macro name conflicts, following https://google.github.io/styleguide/cppguide.html#Preprocessor_Macros: "If you do export a macro from a header, it must have a globally unique name. To achieve this, it must be named with a prefix consisting of your project's namespace name (but upper case)."

We may in particular want to do a pass to clean up #ifdef guards and make them be CARBON_ rooted.
Previously, the program exit was triggered by the destructor.
Unfortunately, C++ doesn't make it precisely clear where the destructor
is run, and Clang doesn't generate reliable debug information for that
to give good backtraces. Among other things, when combining separate
cleanup regions in Clang there may be no single canonical location.
Instead, move the ExitingStream system to use an explicit
low-precedence operator overload to flush the output and exit. This
ensures the stream and other actions are completed first but then
immediately exits the program in a way that has a definitive source
location and produces reliable backtraces.
I've tried to add comments and helpers to make this as clear as possible
given that it is a subtle and surprising issue.

- Use std::abort for `CHECK`/`FATAL` failures, which acts as a debugger breakpoint as well as automatically printing a stack trace.
- Re-enable printing continuations in `--trace` mode.
- Log the source location of each step in `--trace` mode.
