CONTRIBUTING.md replaces the mention of Google style guide (which isn't automated) with Prettier (which should do most of the hauling). The rest is the formatter.
* Add github action to publish docs.
This change add a placeholder action which:
(A) Authenticates with gcloud using the appropriate GCP AS.
(B) Copies the docs/ folder as-is into
www.carbon-lang.dev/test-doc-root/
This moves the structure overview to the end to center the reader on the
more substantive sections and removes some redundant content from it.
It also moves the inner headings to be 2nd-level headings instead of
3rd-level (we only had two levels).
Lastly it corrects a link to the goals document.
