This switches `DCHECK` and `FATAL` as well.
The goal is to reduce the code size impact of these assertions so that
we can keep more of them enabled. Currently, the largest cost I see from
`CHECK` is not the actual check or the cold code itself, but actually
the failure to inline trivial functions due to the presence of the cold
code. This means that our goal isn't to reduce apparent code size in the
final binary but the LLVM IR cost assessed for these routines in the
inliner, which closely correlates with code size but is a bit different.
As discussed in #4283, experimentation shows that a single function call
with a minimal number of arguments is the lowest cost model for these.
This is easily achieved with a format-string API that internally uses
`llvm::formatv`. This PR is essentially the `CHECK` version of #4283.
However, the check macros are substantially harder to make work with
both format strings and streaming because they also take a condition.
Also, unexpectedly, I was very successful at devising a regular
expression based automated rewrite from the streaming to the format
string form with only low 10s of manual fixes. This includes compacting
strings broken up across lines, etc. Given how well that went, I've
prepared this PR which just directly switches to the format string API
and migrate everything to use it.
One nice side-effect is that the format string approach ends up greatly
simplifying the implementation here as well.
This is ... *shockingly* effective. Parsing speeds up by more than 3%
with just this change. And checking speeds up by **8%** with this change
alone:

Add state (stack and heap information) to the trace stream only when
there is a change in state, this would prevent consecutive repetition of
state information in the trace output.
Checks it based on change in size of the stack and heap, added
`std::pair<int, int> stack_heap_sizes` in `Interpreter` to store size of
stack and heap for comparison.
This will be more correct if a user file is named prelude.carbon, and
reduces the explorer runtime by about 10% by removing a string
comparison from the check for whether trace output is enabled.

Prevent copies when initializing value expression from reference
expression. This is based on
https://github.com/carbon-language/carbon-lang/pull/2006, which
introduces expression categories, and how it is possible to convert
to/from those different categories. Continuation of
https://github.com/carbon-language/carbon-lang/pull/2907
## Functional changes
* Initializing a value expression from a reference expression takes its
value without a copy
* Reading from the value expression causes an error if the value changed
from the time it was initialized
* In this situation, prevents a copy both for variable definitions, and
call parameter bindings
## Main implementation changes
* Add new `ExpressionCategoryAction`, which evaluates an expression and
returns an `ExpressionValue` containing its category and address (if
any), in addition to the resulting `Value*`
* `ExpressionAction`s now invokes `ExpressionCategoryAction` and unwraps
the returned `ExpressionValue`
* `RuntimeScope::BindAndPin` method, and corresponding when attempting
to read a `value_node`.
## Next work
* Avoid unnecessary copies from value expression to value expression,
after ensuring that even value expression temporaries are registered for
destruction (https://github.com/Pixep/carbon-lang/pull/9)
I couldn't figure out a way to actually hit a reasonable out-of-memory case once I add the maximum interpreter step count. However, the step count limit seems more important.
I've moved the todo stack limit out of function calls because there are plenty of ways to build up the todo stack without any function calls.

Removes `__continuation`, `__await`, and `__run`.
In part here, the discussion was that while the feature had been useful for validating the early explorer design, it's no longer needed for that role as the explorer is now quite robust. Continuations have been experimental and, at this point, don't have an owner pushing to a proposal.
The triggering factor is that, as we push to address fuzzer issues, I ran into a crash bug in this code; basically, `fn Main() -> i32 { __await; return 0; }`. When I mentioned this, the reaction seemed to trend towards removal of the feature.
Rename value categories to expression categories based on [Discord discussion](https://discord.com/channels/655572317891461132/753021843459538996/1092924035517665332) regarding naming and behavior.
>* let expression -> value expression
>* var expression -> reference expression
>* located expression -> initializing expression
>So:
>- "value expressions" produce values (with no associated location). "reference expressions" produce a location of an existing value. "initializing expressions" take a location and initialize it.
>- A let binding is initialized by a value expression, because lets represent values (with category conversions performed as needed, but if a conversion is performed from a different category of expression, the value of the object is pinned for the lifetime of the let).

Added an alternative way of Instantiating types (it was previously done using `InstantiateType` method).
Created an `Action` called `TypeInstantiationAction` and changed most of the code that directly invokes `InstantiateType` to instead spawn a new `TypeInstantiationAction`.

Currently, only the action class uses the noun case (`Cleanup`), while the kind enum and functions are spelled `CleanUpAction`. Other actions use consistent casing between class and enum names. This change makes the name consistent, and unsurprising for developers. Mirrors `DestroyAction` (verb).
Also make minor updates to the skeletal design in
docs/design/name_lookup.md following #2113, as there are no longer any prelude names that are made available to unqualified name lookup by default.
Add `type` to the keyword list in
docs/design/lexical_conventions/words.md, following #2360.
Patterns all compute their values when type-checked, so we never
actually need to do any multi-step evaluation to compute the value of a
pattern. Doing so was leading to quadratic runtime and excess noise in
the trace file.
This PR includes the following changes:
* Added destruction process for tuples
* Fix: In the current version only the last member of a object can be destroyed
* Fix: In the current version, the destructor of the object is called after each method call

Previously we used an expression in some places and a `Witness` values in others. The eventual goal is to make `Witness` values behave like other symbolic values such as `NominalClassType`, but the first step is to consistently treat them like values rather than expressions.
No functionality change intended.
This PR implements the `returned var` for the explorer.
- Enabled `returned var` and `return var` syntax in lexer and parser.
- Split `Return` statement into `ReturnVar` and `ReturnExpression` to distinguish the two types of returns.
- Added logic in name resolution, type checking and interpretation to process `returned var` definition and `ReturnVar` statement.
This causes compile-time evaluation to give the same result as runtime
evaluation wherever possible. In particular, referencing a generic
parameter at compile time will resolve to the actual value if we're
evaluating a call to the enclosing function so a value for the
parameter is available in the call frame.
Clean up recently-added support for `SymbolicWitness`es using this.
This renames `Witness` to `ImplWitness` and adds a new form, `SymbolicWitness`, that holds an expression by which a witness can be computed. A common base class `Witness` is provided.
We form the new kind of witness when evaluation of a witness expression fails because the witness is not in scope, as happens when evaluating a subexpression such as a type expression in isolation, and retry evaluation in the larger context when the interpreter performs type instantiation when running the code.
This allows us to properly handle compile-time evaluation of constructs involving witness table lookups when the witness can be statically determined. The intent is that we will eventually also form symbolic witness table references when impl selection finds a non-final witness, in order to support specialization.
Simplify `NominalClassValue`: it can now always store a witness map rather than either a witness map or a witness-or-witness-expression map.
