Basic support for declaring, specifying the values of, and using associated constants.
This is incomplete in various ways. For example, when checking whether a type satisfies a constraint, there is no check that its associated constants match those in the constraint, and name lookup into a value whose type is an associated constant is not supported yet.

This PR implements the `returned var` for the explorer.
- Enabled `returned var` and `return var` syntax in lexer and parser.
- Split `Return` statement into `ReturnVar` and `ReturnExpression` to distinguish the two types of returns.
- Added logic in name resolution, type checking and interpretation to process `returned var` definition and `ReturnVar` statement.
This is a variation on #1339 and also fixes#1338.
The important difference from #1339 is that this works to retain the
benefits of #1216 which seem important -- both the clarity of printing
the message last and the correctness of actually showing the correct
line number in the backtrace.
The approach in this patch is to disable LLVM's error handling just
before using `std::abort()`. This should give us roughly the best of
both worlds.
This PR also fixes an issue where we wouldn't run the file-cleanup
actions that the LLVM `std::abort()` handler does. This almost certainly
doesn't yet matter, but likely would in the future.
We should separately consider adding back information about filing bugs
that roughly corresponds to the error message that LLVM itself prints.
I've not tried to replicate that from #1339 here and just focused on
getting to `std::abort()` while preserving the desired order of messages
and stack trace locations.

`.Self` is modeled as a new kind of expression, `DotSelfExpression`. Name resolution associates each occurrence of a `DotSelfExpression` with a generic binding, much like for an `IdentifierExpression`.
Both `:!` bindings and `where` expressions bring `.Self` into scope. The tentative intent is that if there are multiple `.Self`s in scope and they refer to different bindings, the result of using a `.Self` expression is an ambiguity error, but that is not implemented in this patch. Instead, like for `IdentifierExpression`s, we find the innermost enclosing definition of `.Self`.
`.Foo` expressions are rewritten to `.Self.Foo`, but this isn't enough to make them do anything useful, because associated constants aren't supported in general yet.

Build constraint types from `where` expressions. This is very bare-bones; there's no support for constraining `.Self` or associated types yet, but degenerate cases not involving self-reference work.
`==` constraints are syntactically supported but not semantically verified yet, and they aren't used for anything.
Add scaffolding for constraints in general, and support specifically constraints formed by applying a `&` operator.
No support for constraints formed with `where` nor for named constraints at this point.

Implement initial support for `A.(B)` syntax, per #989. Specifically, this supports:
* `object.(Type.member)` for instance members,
* `object.(Interface.member)` for instance and non-instance members,
* `object.(Type.(Interface.member))` for instance members,
* `Type.(Interface.member)` for non-instance members.
Three new AST nodes are introduced:
* `CompoundFieldAccessExpression` represents the `A.(B)` syntax.
* `MemberName` is a `Value` that represents the result of evaluating an expression such as `Type.member` or `Interface.member` or `Type.(Interface.member)`.
* `TypeOfMemberName` is the type of a `MemberName` value.
In order to handle members of classes and interfaces which have corresponding declarations and may need substitution into their types, and members of structs which don't have declarations but also don't need substitution, a class `Member` is introduced that can refer to either of these kinds of member.

We may in particular want to do a pass to clean up #ifdef guards and make them be CARBON_ rooted.
Before, if the llvm hook to print a stack trace on CHECK was bound, it would trace after the message rather than before the message. I'm thinking swapping the order will generally be easier to debug.
I went down this route because I figured the installer binary should be in `check_deps`. The result:
- Add thin wrapper scripts for `buildozer` and `bazel`, similar to the `buildifier` wrapper that's already there.
- These are mainly to avoid deduplicating logic, and dodging intricacies of Python imports that I don't understand well through instead subprocessing.
- Fix update_roots.py (it was missing a `.parent`, must've been relocated without a re-run at some point)
- Fix fuzzer proto code to be `testonly`

This moves over to the vanilla upstream GoogleTest pulled in the more
expected manner with Bazel. It also adds Abseil and Google Benchmark
libraries in the same fashion (there are cross dependencies here).
As part of this, also introduce a dependency check test that can enforce
basic layering of dependencies. For example, this lets us ensure that
non-test Carbon code only depends on LLVM and Clang despite having other
libraries available. There remains some cleanup to improve the way these
dependency tests work, but this at least ensures we don't regress.
I've also provided workarounds to allow both Carbon code and LLVM code
to freely be used with GoogleTest (and other `std::ostream` based
output code). This is done by extending the code in
`//common/ostream.h`. One downside is that it requires opening the
`llvm` namespace and adding an ADL_found overload there. I think on
balance this is still a win and doesn't make me too nervous.
The new version of GoogleTest requires printing more often from matchers
and so I've also added several printing routines to types that
previously didn't require them. Otherwise, most of the updates are just
using the more conventional upstream style of including the headers and
adding `ostream.h` where it is needed.
I did consider moving code over to use `std::ostream` instead of LLVM's
`raw_ostream`, but the advantages of not doing virtual dispatch still
seem significant, and it also seems good to retain access to LLVM's
formatting utilities built around `raw_ostream` given that we can't pull
arbitrary dependencies into Carbon code outside of test code.
All of this was slightly motivated by requests for newer features in
GoogleTest, but much more-so by my desire to have access to Google
Benchmark and Abseil when writing benchmarks. For example, using
Abseil's random number generator seems extremely helpful when generating
inputs for benchmarks. The growing dependencies between these packages
further motivated me to just pull them all in and ensure they worked
well.
Previously, the program exit was triggered by the destructor.
Unfortunately, C++ doesn't make it precisely clear where the destructor
is run, and Clang doesn't generate reliable debug information for that
to give good backtraces. Among other things, when combining separate
cleanup regions in Clang there may be no single canonical location.
Instead, move the ExitingStream system to use an explicit
low-precedence operator overload to flush the output and exit. This
ensures the stream and other actions are completed first but then
immediately exits the program in a way that has a definitive source
location and produces reliable backtraces.
I've tried to add comments and helpers to make this as clear as possible
given that it is a subtle and surprising issue.
