Also surround it in square brackets rather than parentheses. This
matches the format used by Clang and GCC, and means diagnostics will
still match the `file:line:col: error: ` pattern used by some IDE tools.
Before:

Also tighten up test regex to only match on `STDERR` lines that list a
file name.
This is to help identify which diagnostics we're actually using.
Note that driver/testdata still has tests which don't pass this flag,
and so continue to test the kind-less (default) behavior.

This has is a nice-to-have for me. Frequently I want to run a specific
test, and end up digging through output to be able to copy-paste the run
line. This uses TIP lines to inject the command into the file when using
AUTOUPDATE.
Note, one of the reasons I want this is because "bazel test
//toolchain/testing:file_test --test_output=all" has been regularly
exceeding bazel's output limit for me (workaround is either opening the
output file or specifying an obscure output limit flag), making it a
little harder for me to get the commands. However, frequently I'm adding
a file and want to iterate on it, so that's really the use case I have
in mind here.
Change syntax for package declaration to put the `impl` keyword at the
start and remove the `api` keyword.
To support this, rearrange processing of package, library, and import
declarations to use the general modifier handling support in declaration
parsing rather than special-case logic.
There is an ambiguity in `impl package.Foo as Bar`, which we resolve by
treating `package` as an introducer after a modifier only if it's not
followed by `.`.
This is an incremental improvement on our diagnostic messages that
simply underlines an entire token if the token is larger than 1 char
(else it points to the single char with a caret like it used to).
This should cover:

This splits out `PackageName` and `LibraryName` to their own parse nodes
so that checking can ignore them and still get a balanced parse tree
(otherwise, we essentially need to implement handling of the parse nodes
only to remove the identifiers/string literals -- the optional names
mean we can't blindly do that as before). For reference, these nodes
don't need to be handled because CheckParseTree will need to directly
funnel import information along with checked IRs.
This detects ordering issues with the `package` and `import` statements.
`library` is changed from package-specific to instead be generic between
the two, since structurally it's non-specific.
The next step would be to start exposing the results for the driver to
make ordering decisions for checking. That'll involve further
modifications to this code, but this felt like a reasonable change point
because it's the extent of the parser enforcement, and still causes
significant refactoring.
