Also surround it in square brackets rather than parentheses. This
matches the format used by Clang and GCC, and means diagnostics will
still match the `file:line:col: error: ` pattern used by some IDE tools.
Before:

Also tighten up test regex to only match on `STDERR` lines that list a
file name.
This is to help identify which diagnostics we're actually using.
Note that driver/testdata still has tests which don't pass this flag,
and so continue to test the kind-less (default) behavior.
Omit the `note: ` prefix and the snippet from the "in import" note that
precedes a diagnostic.
This makes our diagnostic output more closely match that of Clang and
GCC.

When we crash, include the source location of the parse node that we
were handling, as well as the name of the check function that we were
calling. Also include the source snippet, since it's easy to do so, and
may avoid the need to look at the input file in some cases.
The purpose of the newline is to make it clearer where a given
diagnostic begins and ends, particularly as the first message of a
diagnostic may not be the error.
This is a trivial code change, but ripples edits through test files.
On #3792 it was requested to put context-related diagnostic messages
prior to the diagnostic error. In order to support that, remove the
distinction that an error needs to come first on DiagnosticMessage.
This is to make it easier to locate various diagnostic types. I was
thinking to separately rename DiagnosticLocationTranslator to
DiagnosticTranslator, because it's now handling some type translations.
This is mostly keeping classes in one place, but FormatFn handling is
moved from DiagnosticMessage to DiagnosticEmitter for a cleaner
dependency graph where DiagnosticTypeForArg is concerned.
