Jon Ross-Perkins e7a86b03c6 Remove offsets from InstId formatting, trying to name more (#4645)
The offsets were originally added to deal with churn from builtins in
the raw semir. In textual semir, we mostly see instruction IDs for
imports, and builtins have also settled down more.

On imports, where possible, use the `EntityNameId` for an import instead
of printing an instruction. Next, show the source location if we have a
node. Only show the instruction if there's no location.

This also exposes `Parse::Tree` and `TokenizedBuffer`, so that we can
pass a `SemIR::File` without the component parts. In particular this
allows us to get the `TokenizedBuffer` for import IRs without
substantial structural modifications. We may want to make these optional
for serialized `SemIR` later, but the nodes/tokens contain source
location, which we'd need for debug information -- so it's not clear how
much we can really make them optional without substantial information
loss.

Reduce arguments to just `File` in a few spots, as a result of the
accompanying `TokenizedBuffer` and `Parse::Tree`. Also updates style to
pass around `const File*` where the reference is maintained, instead of
`const File&`.

I was considering keeping a direct reference to the tree and tokens on
`Context`, but initially my thought was it wouldn't make much
difference. I can re-add those if desired, just as direct caching of the
`File` fields.

Richard Smith 4a10d29b99 Include the complete type witness for a class in its SemIR output. (#4599)
This seems slightly redundant for a locally-defined class, where there
will be a complete_type_witness instruction earlier in the class, but is
important for imported classes, where we're currently doing the wrong
thing in a way that's invisible in formatted SemIR.

This is in particular to avoid churn from changes such as #4370. I think

Richard Smith 2e63da1a40 Move diagnostic kind name to the end of the diagnostic. (#4437)
Also surround it in square brackets rather than parentheses. This
matches the format used by Clang and GCC, and means diagnostics will
still match the `file:line:col: error: ` pattern used by some IDE tools.

Before:
```console
fail_builtins.carbon:11:11: error(AliasRequiresNameRef): alias initializer must be a name reference
```

After:
```console
fail_builtins.carbon:11:11: error: alias initializer must be a name reference [AliasRequiresNameRef]
```

Also tighten up test regex to only match on `STDERR` lines that list a
file name.

Geoff RomerandJon Ross-Perkins dc32aa2690 Initial support for binding patterns in SemIR (#4221)
Introduces the `BindingPattern` and `SymbolicBindingPattern` insts, and
a separate stack of pattern blocks that they are emitted into. The
intent is to generate the corresponding pattern-matching insts (like
`BindName`) from them in a separate pass, but that is deferred to future
PRs.

See
[here](https://docs.google.com/document/d/1U_vQH17V893J9aF1LJXUnFYBNSs2MjKl4bJPaWCB2zo/edit?usp=sharing&resourcekey=0-w0xGYZ0An31Kpz-wvzSXwQ)
for the design this is based on, but note that during review we have
chosen to deviate from that design by putting the patterns in separate
blocks, and omitting the "forward references" from a `BindingPattern` to
its corresponding `BindName`. This in turn necessitates having separate
inst kinds for symbolic and non-symbolic binding patterns.

Richard Smith 2044366652 Support initialization of specific classes from struct literals (#4320)
Add support for initializing types like `GenericClass(i32)` from a
struct literal. A new kind of instruction, `complete_type_witness`, is
added to the class definition to track the object representation type so
that it's visible to the generics machinery. Accesses to the object
representation of a class have all been updated to pass in the class's
`SpecificId` so that the types of the fields of the specific class are
used instead of the types of the fields of the generic class in places
that look at the object representation -- primarily class
initialization.

Richard SmithandJon Ross-Perkins 187a3608df Use As and ImplicitAs interfaces for conversions. (#4209)
Add these interfaces to the core library. For now, they're two separate
interfaces because we don't yet support one interface extending another.

This collapses a lot of the layering in check: for example, the call
building logic depends on implicit conversions, conversions now depend
on the overloaded operator machinery, and that machinery depends on
building calls.

In passing, improve the diagnostics for failing to find a name required
from the prelude. Also convert all the transitively-called code from
`NodeId` to `LocId` given the latter is what the conversion machinery
has available.

Jon Ross-Perkins 2d3842fc06 Implement 'extern library' support for functions. (#4220)
Support for types (particularly classes) is left as a TODO.

There's also an issue I'm observing with a "define in impl" test, but
this is probably an issue with resolving the prior declaration which is
imported indirectly. The PR was already feeling big, so I'm choosing to
cut here.

Note, this does not implement the rule "The owning library's API file

declaration."

- Stores results of cross-package name lookup as an entry inside the

Note this is primarily for executing the namespace TODO in check.cpp,
which is removed here.

Jon Ross-Perkins 9581a1867d Move import refs to their own block. (#4103)
This executes on a TODO in AddImportRef to add instructions to their own
block instead of the File block. This has an important consequence of
removing a pattern from InstBlockStack that added to blocks not

here is then mostly in different formatting of the import refs, a
consequence of the separation.

Jon Ross-Perkins 83413479d7 Move some of the test information to TIP lines (#4007)
This has is a nice-to-have for me. Frequently I want to run a specific

Note, one of the reasons I want this is because "bazel test
//toolchain/testing:file_test --test_output=all" has been regularly
exceeding bazel's output limit for me (workaround is either opening the
output file or specifying an obscure output limit flag), making it a
little harder for me to get the commands. However, frequently I'm adding
a file and want to iterate on it, so that's really the use case I have
in mind here.

Richard Smith 23f9065949 Implement proposal #3927. (#3963)
Change syntax for package declaration to put the `impl` keyword at the
start and remove the `api` keyword.

To support this, rearrange processing of package, library, and import
declarations to use the general modifier handling support in declaration
parsing rather than special-case logic.

There is an ambiguity in `impl package.Foo as Bar`, which we resolve by
treating `package` as an introducer after a modifier only if it's not
followed by `.`.

Jon Ross-Perkins 92fa0ac1ac Remove ImportRefUsed (#3934)
This was to track use of a declaration after import, prior to a
redeclaration. Per [discussion on
Discord](https://discord.com/channels/655572317891461132/1217182321933815820/1236016521059237962),
we likely don't need this check due to the change in behavior of
`extern`.

Rather than potentially getting one of many `extern` decls and depending
on it by accident, it is now planned to be _required_ to be imported,
and the library doing a non-`extern` decl must _know_ it's importing the
`extern` decl. The stricter requirement on the library means it now
seems more reasonable to use the `extern` decl.

So kind of rolling back #3831, though keeping `ImportIRInstId` (at least
for now) and keeping `Loaded`/`Unloaded` terminology (seems a nicer
fit).

Richard SmithandJon Ross-Perkins 62fe0cd385 Remove the builtin IR, and instead define builtin types locally. (#3910)
We don't need it any more, and removing it simplifies a few things:

- One fewer predefined `File` and reserved ID.
- We now have simply `Builtin` instructions for builtins, instead of
having an `ImportRef` that indirectly references a `Builtin`.
- `ConstantId`s now always refer directly to a local constant, instead
of sometimes referring to an `ImportRef` for a constant in the builtins
IR.

Jon Ross-Perkins 2361830592 Special-case api/impl implicit imports and verify relevant redeclarations. (#3843)
Adds ImportIRId::ApiForImpl to reserve a specific slot for the `api`
import, so that the code can trivially determine whether an import is
from the same library. This is then used for merging function
declarations, because the rules for redeclarations in the same library
slightly differ as compared to other imports (note they're also not
identical to same-file rules).

The main thing this leaves from the recent #3762 is verifying that
entities forward declared in the `impl` file are also defined, but
that's not in-scope for merging; it's moreso post-checking validation.

Note, a lot of our `invalid <entity> ID` comments in ids.h were
incorrectly copy-pasted, so I've cut `<entity>`.

Jon Ross-Perkins dffe4a36de When merging functions, detect uses of imports prior to a redecl. (#3836)
LookupNameInDecl is only called from DeclNameStack, but I'm adding
mark_imports_used there because it feels more consistent. Not sure if we
want a better API boundary. I admit I'm also suspicious of its call to
LookupInCurrentScope but maybe it's okay due to how imports work.

I was choosing to print multiple diagnostics when a declaration is
previously used _and_ doesn't match because I think the "previously
used" is more important, but the "doesn't match" may give an additional
hint about why it didn't work.

The merge.h utility function is because I think we can follow a similar
model for identifying errors with other declarations: classes,
interfaces, etc.

Jon Ross-Perkins f8c8861e5f Change ImportRef to a triple state: Unloaded, Loaded, Used (#3831)
This doesn't significantly change logic, although I'm trying to add the
location to used state.

The issue I'm trying to address is how to identify a declaration as
"allowed to be redeclared". Consider:

```
library "a" api;
extern fn F();
```
```
library "b" api;
extern fn F();
```
```
library "c" api;
import library "a";
import library "b";
var x: auto = F();
fn F();
```

What currently happens is:

1. On import of "a", `F` becomes ImportRefUnused
2. On import of "b", `F` becomes ImportRefUsed in order to merge.
3. In "c", the call `F()` doesn't change the state.
4. In "c", the declaration `fn F();` needs some breadcrumb to understand
whether "F" has been referenced, as in step (3) here.

What I want to happen is:

1. On import of "a", `F` becomes ImportRefUnloaded
2. On import of "b", `F` becomes ImportRefLoaded in order to merge.
3. In "c", the call `F()` causes `F` to become ImportRefUsed
4. In "c", the declaration `fn F();` detects that `F` is already
ImportRefUsed, and can use the associated `used_id` for a diagnostic
about why redeclaring is invalid.

Note this PR isn't implementing (4). I'm focused on the refactoring to
add a new ImportRef state here.

As discussed around #3792, identify the import a diagnostic message came
from prior to the diagnostic message itself. This occurs during location

I'd considered associating the parse node with ImportRef instructions,
but I realized about halfway through that because I need to store the
ImportDirectiveId on the ImportIR for cross-package imports, it's there
for use in location translation without extra work. That saves a fair
amount of stringing it through declarations, as well as an oddity where
ImportRef instructions would have a node that didn't really represent
them.

Richard SmithandJon Ross-Perkins d8be774b8b Lowering support for overloaded operators. (#3798)
Fix a collection of issues that were preventing lowering for overloaded
operators from working.

Instead of creating `import_ref` instructions during name lookup in the
current block, whatever that might be, we now create them in the `file`
block always. This avoids inserting them into blocks that might not be
intended to contain them, such as functions, and avoids the IR generated
for a function depending on which names we happen to have looked up
first.

When importing a class, function, or interface, import its enclosing
scope ID. This is necessary to allow us to distinguish between functions
at interface scope, which shouldn't be lowered, and other functions, and
will also be used in future to provide qualified names for declarations
when printing types. In order to support this:

- Track the constant values of namespaces created during importing so
that we can find them when resolving an import ref. Use those constant
values to convert an enclosing scope ID from the imported IR into a
corresponding ID in the current IR.
- Change how we do two-pass import of classes and namespaces so that we
can do two-pass import even for non-defining declarations, so that we
can import the enclosing scope.

While working on the final point above, I reworked `TryResolveInst` to
return a flag indicating whether another pass is necessary instead of
implicitly encoding this in the `ConstantId`. This permits the handling
of classes to be simplified; now `import_ir_constant_values` is only
accessed in a single place.

Also switch some tests in `check/testdata/class` over to making
idiomatic use of `Self` both inside a class and out-of-line, now that it
works more consistently.

Note that this does not permit using `Class.Self`, but only because we

Richard Smith 5f4e6c768a Format the decl block for a declaration as a trailing block. (#3731)
Previously we used the default inst block formatting, which writes out a
parenthesized list of references, which would always be 'unexpected
instref's because nothing else prints the instructions in the decl
block.

In addition, track the decl block for function declarations like we do
for other kinds of declaration. This means that the parameter
declarations for a function are now properly rendered into the formatted
IR. Note that this adds a lot of verbosity to `function_decl`, but it
does accurately reflect the IR, and we'll probably want this information
to be printed once we start supporting more complex generic function
declarations.

This removes almost all the 'unexpected instref's in our formatted
output. There are remaining cases when a declarative scope contains
multiple blocks, where we only track one of those blocks. That happens
when there is control flow within declarative scopes, and for error
recovery when a class or interface or similar is defined more than once.

As requested in #3730.

Jon Ross-Perkins 8ad0c70f9f Add ClassDecl/Type import functionality. (#3709)
I believe this PR is sufficient to pull in all current class features,
including the current bits of inheritance which have been implemented.
Because a class declaration can reference its own type, this creates an
incomplete type prior to constant loading.

Right now, the object representation is imported proactively, but
individual fields are left as ImportRefUnused. This means that member
functions and similar will only be imported if called.

This also adjusts how function parameters are being handled, to match
the expectations of Self param structure.

When formatting, I'm starting to look into constants. Otherwise we get
"unexpected instref".

Overall, there are a few things that may be worth further discussion:

- The lack of a constant corresponding to the ClassType on ClassDecl is
inconvenient -- I'd like to see how zygoloid feels about trying to
restructure this. i.e., I'm setting a constant in order to be able to
track things down later, it'd be nice if the normal IR did this simply
for consistency, or if we were able to combine these rather than having
separate instructions.
- Should we shift the parse node tracking further, and go with a setup
wherein imports can embed import references into that? e.g., negative
values go to another array which includes a ImportIRId for printing
diagnostics, replacing the invalid NodeId.
- Can the formatter switch to a more general scan of instructions for
naming, to eliminate the ImportRef constant approach added here?
- GetExprValueForLookupResult special-casing instructions felt
surprising, I might see if there's a way to restructure to avoid that.

But I think these issues are things that can be separated out.
