Devcontainer Dockerfile has been updated to use Ubuntu 24.04 as the
base. Now devcontainer builds without errors. Tested with Podman on
Linux and Docker Desktop on Windows.
To avoid re-downloading and re-compiling whenever the container is
deleted, a named volume is mounted at /home/ubuntu/.cache.

A lot of the JSON we use is parsed by VSCode or other systems that are
happy to have comments in them, and we should retain a license header
there. We can exclude specific files where this is a problem. I think
the `package.json` and generated lock file from it are two such cases
where we can't have the license header, but we can directly exclude more
as needed.
This should help make sure that when we *do* have a license header in a
JSON file it stays up to date and is formatted canonically.
Ubuntu 22.04 base image and examples using github, a copy instruction and volumes.
I was using this to run examples on a windows machine since it is more comfortable than switching OS or using the WSL subsystem directly.
If this is something that other people would like to have I can add other versions of ubuntu and other linux distributions.

However, this only affects the VSCode extension and bazel seems to work fine.
This might be an issue with the compilation database: you might try ./scripts/create_compdb.py to help.
