Rename value categories to expression categories based on [Discord discussion](https://discord.com/channels/655572317891461132/753021843459538996/1092924035517665332) regarding naming and behavior.
>* let expression -> value expression
>* var expression -> reference expression
>* located expression -> initializing expression
>So:
>- "value expressions" produce values (with no associated location). "reference expressions" produce a location of an existing value. "initializing expressions" take a location and initialize it.
>- A let binding is initialized by a value expression, because lets represent values (with category conversions performed as needed, but if a conversion is performed from a different category of expression, the value of the object is pinned for the lifetime of the let).
>- A var binding is initialized by an initializing expression, without performing a copy (with category conversions performed as needed, calling a copy constructor if the initializer is a different expression category).
>- The & operator requires a reference expression, and it's an error to give it other kinds.
>- The left-hand side of . requires a value expression when calling a function with a non-addr receiver, and requires a reference expression when calling a function with an addr receiver (it's an error to give it a value expression, and for an initializing expression, a temporary is materialized).
Changes
* Rename "value category" to "expression category"
* Rename Var and Let value categories to Value, Reference, and Initializing expression
* Rename `lvalue` to `location` (most of the time)
This PR is making two main changes to the Explorer and Toolchain:
- Replace the `is` keyword in `where SomeType is SomeInterface` with `impls`, so it is `where SomeType impls SomeInterface`
- Rewrite uses of the "impls" to something else to avoid, frequently "`impl` declarations" or "implementations", to avoid confusion with the `impls` keyword.

This is intended to be used for template instantiation, but for now takes no stance as to what it's cloning.
This is tested by parsing and cloning all of our test files, and checking that the result of converting each AST to proto is the same as the result of cloning and then converting each AST to proto.
This does some more work to the run_clang_tidy.py wrapper script, and runs an example pass.
"again" because it's really the proto fuzzer changes that broke it, it had been working before.
"mostly" because there's still an issue within the proto fuzzer that it can't find "port/protobuf.h", i.e. https://github.com/google/libprotobuf-mutator/tree/master/port, but I'm still hesitant to add an include path there.
Change explorer's handling of witnesses to track them wherever possible. Associated constant support needs witnesses to be available much more pervasively.
The main changes here are:
- `Substitute` now takes a set of bindings covering both `Value`s for `GenericBinding`s and `Witness`es for `ImplBinding`s, and substitutes both.
- Witnesses are now tracked within `ConstraintType`s. The `.Self` type has an `ImplBinding` that self-references from parts of the constraint to other parts of the constraint can use to access the witness for the constraint.
- The constraint type for an `impl` and for a `GenericBinding` are now stored in pre-substituted form, with references to the actual constrained type rather than symbolic references to `.Self`. This results in minor changes in diagnostic text.
Argument deduction still performs substitutions without remapping witnesses.
This causes compile-time evaluation to give the same result as runtime
evaluation wherever possible. In particular, referencing a generic
parameter at compile time will resolve to the actual value if we're
evaluating a call to the enclosing function so a value for the
parameter is available in the call frame.
Clean up recently-added support for `SymbolicWitness`es using this.

My intent is to add CARBON_ bas a prefix, and this makes that easier by creating a tool for auto-fixing guards in general.
string_literal is a manual fix -- it had no guard and I didn't automate that (technically I think I could, especially by enforcing the file header/footer, but it didn't feel quite worth it to me).
I'm doing this to avoid macro name conflicts, following https://google.github.io/styleguide/cppguide.html#Preprocessor_Macros: "If you do export a macro from a header, it must have a globally unique name. To achieve this, it must be named with a prefix consisting of your project's namespace name (but upper case)."
