Ubuntu 22.04 base image and examples using github, a copy instruction and volumes.
I was using this to run examples on a windows machine since it is more comfortable than switching OS or using the WSL subsystem directly.
If this is something that other people would like to have I can add other versions of ubuntu and other linux distributions.

This modifies the devcontainer Dockerfile to switch to an ubuntu and apt-based llvm-15. That was used in testing of these changes. The move away from brew is partly necessary if we want llvm-15, but also installs much faster (roughly 90s setup).
This was based in part on #1618
- Since VS Code Dev container extention has a non-interactive shell, user
cannot select a specific image if there are multiple images under same
named authors.
- This fix ensures that images are only pulled from Docker Hub and no
interactive menu is presented.

However, this only affects the VSCode extension and bazel seems to work fine.
This might be an issue with the compilation database: you might try ./scripts/create_compdb.py to help.
