4845f40dff Switch CARBON_CHECK to a format string API (#4285)
This switches `DCHECK` and `FATAL` as well.

The goal is to reduce the code size impact of these assertions so that
we can keep more of them enabled. Currently, the largest cost I see from
`CHECK` is not the actual check or the cold code itself, but actually
the failure to inline trivial functions due to the presence of the cold
code. This means that our goal isn't to reduce apparent code size in the
final binary but the LLVM IR cost assessed for these routines in the
inliner, which closely correlates with code size but is a bit different.

As discussed in #4283, experimentation shows that a single function call
with a minimal number of arguments is the lowest cost model for these.
This is easily achieved with a format-string API that internally uses
`llvm::formatv`. This PR is essentially the `CHECK` version of #4283.

However, the check macros are substantially harder to make work with
both format strings and streaming because they also take a condition.
Also, unexpectedly, I was very successful at devising a regular
expression based automated rewrite from the streaming to the format
string form with only low 10s of manual fixes. This includes compacting
strings broken up across lines, etc. Given how well that went, I've
prepared this PR which just directly switches to the format string API
and migrate everything to use it.

One nice side-effect is that the format string approach ends up greatly
simplifying the implementation here as well.

This is ... *shockingly* effective. Parsing speeds up by more than 3%
with just this change. And checking speeds up by **8%** with this change
alone:

Richard SmithandJon Ross-Perkins 187a3608df Use As and ImplicitAs interfaces for conversions. (#4209)
Add these interfaces to the core library. For now, they're two separate
interfaces because we don't yet support one interface extending another.

This collapses a lot of the layering in check: for example, the call
building logic depends on implicit conversions, conversions now depend
on the overloaded operator machinery, and that machinery depends on
building calls.

In passing, improve the diagnostics for failing to find a name required
from the prelude. Also convert all the transitively-called code from
`NodeId` to `LocId` given the latter is what the conversion machinery
has available.

Richard Smith ddfd4ad60d Fix use-after-free bug in call argument conversion. (#4277)
Conversion can trigger new entities to be imported, which can invalidate
the reference it holds to an EntityWithParamBase. Instead of holding
such a reference, pull the information we need out of the entity early
and only pass that into ConvertCallArgs.

I couldn't find a good standalone way to test this, but this fixes the
test failure we otherwise see on MacOS after #4209, so it will be tested
once that PR lands.

Richard SmithandJon Ross-Perkins 891c7d8368 Enforce that the parse node for an instruction has the kind specified in the instruction definition (#4264)
Remove `ReusingLoc` and add enforcement that even for imported
locations, the kind of the parse node for an instruction matches the
kind specified in the instruction definition.

Change the node kind for a few instructions to `NodeId`:

- A couple of instructions had a typed node but could be created
implicitly with any node as part of a builtin implicit conversion. This
happened for `AddrOf`, `ArrayIndex`, and `Deref`.
- A bunch of instructions had `InvalidNodeId` as their associated parse
node kind but were actually always created with a location.

Jon Ross-Perkins e62973a8ef Address the LocIdAndInst::ReusingLoc TODO (#4211)
The TODO for switching to ReusingLoc (previously Untyped) had been there
for a while, so I'm trying to address it here. The intent had been to be
clearer about when the construction is validated, particularly so that
we aren't accidentally accepting an incorrect NodeId. Note, this does
fix an incorrect use of InvalidNodeId where NoLoc should've been called.

Since this changes the semantics of when `Parse::NodeId` is helpful in
`typed_nodes.h`, I'm doing a pass to either refine or switch to
`Parse::InvalidNodeId` where it compiles. I think most remaining
`Parse::NodeId` examples are things we _should_ be able to refine with a
little more work (versus before where `Parse::NodeId` also indicated
`LocId` construction might be used).

I'm also changing context.h to use `requires` that match what
`LocIdAndInst` has, I think it makes the diagnostics a little better.
And note I do add an overload for `ImportIRInstId`, also matching
`LocIdAndInst`, and widely used for import refs.

This adds fields to `EntityWithParamsBase` to reflect the intention with
`extern library` design. I'm renaming `decl_id` because it shouldn't be
expected to be assigned anymore. import_ref.cpp I'm deliberately keeping
on `first_owning_decl_id` (which will break when importing `extern
library` declarations). Most other cases are for diagnostics, and I'm
using `latest_decl_id` to try and get the closest declaration to the
error. Note I'm partly splitting out this PR to show the test effect,
which apparently we don't test related cases.

I'd considered moving DeclParams uses over, but when handling qualified

Jon Ross-Perkins a81d67c629 Rename Builtin to BuiltinInst, particularly to get BuiltinInstKind (#4115)
I'm trying to increase the distinction between BuiltinKind and
BuiltinFunctionKind. BuiltinKind is for instructions,
BuiltinFunctionKind is for function definitions. To get to this point,
I'm doing a few changes:

- BuiltinKind -> BuiltinInstKind
    - builtin_kind.* -> builtin_inst_kind.*: filename consistency
- Builtin -> BuiltinInst: mainly for consistency with the above
- Builtin::builtin_kind -> BuiltinInst::builtin_inst_kind: somewhat
repetitive but seems like a consistent edit
- Function::builtin_kind -> Function::builtin_function_kind: seems a
useful distinction

I'm leaving alone things like (and mentioning in case there's a desire
for more renames):

- InstId::BuiltinError, InstId::ForBuiltin: these I think are more
apparent because they're directly associated with Inst.
- GetBuiltinICmpPredicate in lowering: maybe builtin function handling
should be in its own file, but these local names don't feel problematic
to me.
- GetBuiltinType, BuildBuiltinValueRepr, PerformBuiltinIntComparison:
similar to the above, names don't feel too problematic

Chandler CarruthandJon Ross-Perkins 8992d22ab3 Port the toolchain to use the new Carbon hashtable (#4097)
This works to leverage the capabilities of the hashtable as much as
possible, for example using the key context in the value stores.
However, there may still be opportunities to refactor more deeply and
use the functionality even better. Hopefully this is at least
a reasonable start and gets us a clean baseline.

On an Arm M1, this is a 15% improvement on my large lexing stress test,
but ends up a wash on my x86-64 server. This is a smaller benefit than
I expected, and it's because we're using a set-of-IDs and looking up
values with a key context for things like identifiers. This pattern has
a surprising tradeoff. The new hashtable uses significantly less memory,
a 10% peak RSS reduction just from the hashtable change. But indirecting
through the vector of values makes growing the hashtable dramatically
less cache-friendly: it causes growth to randomly access every key when
rehashing. On x86, everything gained by the faster hashtable is lost in
even slower growth. And even on Arm, this eats into the benefits.

But I have a plan to tweak how identifiers specifically work to avoid
most of the growth, and so I suspect this is the right tradeoff on the
whole. It gives us significant working set size reduction and we can
likely avoid the regressed operation (growth with rehash) in most cases
by clever reserving and if necessary by adding a hash caching layer to
the table infrastructure.

Jon Ross-PerkinsandRichard Smith 5bb318cae6 Switch AddInst struct init style. (#4012)
Trying to conform with #4009. Changes SemIR::LocIdAndInst construction
to root out struct init cases with AddInst and related functions. I'm
using templating of AddInst functions in order to avoid `AddInst(loc_id,
InstName{...})` and instead have `AddInst<InstName>(loc_id, {...})` with
I think similar readability results. There are a couple cases where inst
construction is templated and so designated initializers couldn't be
used, so this may be better for those in particular due to the extra
type enforcement.

This probably doesn't clean up every last case, but I was trying to get
the bulk at once without bleeding over into less related changes.

Jon Ross-Perkins b079acd86f Replace NodeId with a hybrid LocationId in SemIR diagnostics. (#3810)
The purpose of this change is to allow something such as a FunctionDecl
instruction to note an imported instruction as the "loc_id". Note that
doesn't occur here: this change is already very sweeping in edits. There
is no testdata affected, intended to show equivalent behavior.

We might want to consolidate NodeId references towards LocationId, but
if that's preferred, I'd still like to split it out. A lot of this just
piping through LocationId where it's a build error otherwise, enough
that imports should be able to start using it for diagnostics.
ValueStores are added but still unused -- just flushing out structure
for review.

Restructuring SemIRLocation is necessary to use LocationId this way. For
TokenOnly, it's not getting used in Parse, so I migrated it to Check and
it's now specific to SemIRLocation.

I also considered making LocationId reference an InstId (which would
need to be an ImportRef) instead of an ImportIRInstId. However, that
would've required import.cpp to add instructions for decls which are
reached during resolution -- we typically don't have an inst ready for
use. An extra inst is essentially 16 bytes in InstId's ValueStore + 4
bytes in LocationId's ValueStore, whereas this is 8 bytes per.

Jon Ross-Perkins 86a7c9ff45 Rename parse_node -> node_id (#3760)
This was previously discussed at
https://discord.com/channels/655572317891461132/655578254970716160/1209975051588210729.
I'm initiating this mainly because we typically use "id" suffixes to
indicate an `IdBase` being passed around and the non-id suffix of
`parse_node` suggests at it carrying more data than it actually does.
There used to be more reason for avoiding `node_id` because
`SemIR::InstId` used to be named `NodeId`, but that's no longer
necessary. As a consequence, I'd like to rename `parse_node` to more
precisely reflect its type.

In full, this is doing:

```
parse_node_kind -> node_kind
parse_node -> node_id
ParseNodeCategory -> NodeCategory
ParseNodeKind -> NodeKind
ParseNode -> NodeId
```

This is primarily in check and sem_ir, but with some `parse_node_kind`
references in parse too.

Pluralization is consistent with name forms on both sides, so that
wasn't part of my replacements.

Richard Smith f5a3a9a7e0 Add Self into scope in interface definitions and using facets as types. (#3740)
`Self` is modeled as a `bind_symbolic_name` with no corresponding value,
for now at least. In the future it might make sense to model it as a new
kind of instruction, or as a `bind_symbolic_name` whose value is a
`param`, but for now we just want it to introduce a symbolic constant.

In order to convert a value like the `Self` of an interface to a type, a
new instruction `facet_type_access` is introduced. This notionally
accesses the "type" field within a facet, converting it from a pair of
(type, witness) into just the type.

Richard Smith b138c90c9e Use constant evaluation to determine the identity of types. (#3617)
Remove the type canonicalization mechanism and instead rely on constant
canonicalization to deduplicate types.

Rename the `Canonicalize*Type` functions to reflect that they're no
longer performing canonicalization. Switch code that creates types due
to semantic checking, rather than due to source syntax, to directly
create type constants through evaluation rather than creating an
instruction and evaluating it to produce a separate constant
representation.

The mapping from `const (const T)` that was previously performed by type
canonicalization is now implemented in expression evaluation instead.

The value `<error>` is now treated as a constant value, with a special
property that an instruction involving `<error>` that could possibly be
constant evaluates to `<error>`. This helps avoid producing follow-on
errors when an error occurs as a subexpression of an expression, such as
a type, that is intended to be constant.

Jon Ross-PerkinsandRichard Smith f197219c10 Split parse nodes out from instructions because they're rarely used. (#3590)
The parse nodes are still tracked as part of the same value store
interface in order to ensure parity, but they're split out from Inst
itself in order to reduce the size of Inst -- the expectation is that
they don't need to be passed around quite as much.

This change doesn't actually reduce the passing very much, although
there are hints of it: AddInstAndPush doesn't typically need a separate
parse node from the one on the Inst itself, for example. In a couple
spots I changed code to rely a little more on the InstId until the
ParseNode is needed, but it's very low hanging fruit where done. I think
convert could do more to not eagerly fetch the parse node before its
use, but more cleanup felt it would be easier to handle separately. I'm
currently viewing this as making such cleanup _possible_ rather than
executing on it up-front.

But also, I want to make sure there's a consensus to head in this
direction before pulling the trigger. We speculated that this would
result in the parse node being passed around less, and I do think that's
the case, although it's a bit fuzzy in the change.

Richard Smith a6508fcf05 Basic support for generic bindings. (#3555)
This change adds a `BindSymbolicName` instruction for generic bindings,
paralleling the existing `BindName`. A mechanism is also added to allow
both kinds of binding to be accessed uniformly, for convenience in the
case where the two different kinds of binding are treated the same.

Generic bindings of type `type` are allowed to be used as types,
although no operations are provided for such types. For now lowering
treats these types as empty structs, which seems like a reasonable
lowering for non-monomorphized unconstrained types.

The goal here is to make the representation more uniform so that we can

declarations.

With this change, the entry in the parameter list for the function is
the name binding, not the Param itself, which has some ripple effects on
consumers of that list that want to access the parameter rather than the
binding. This is expected to change again when we start adding more of
the pattern matching SemIR, but this seems good enough for now.

Richard Smith ca53c18ddc Rename MemberIndex -> ElementIndex, ClassFieldAccess -> ClassElementAccess, UnboundFieldType -> UnboundElementType. (#3446)
In preparation for base class support, where these types will be used
for bases as well as fields.

Jon Ross-Perkins 0db63ff17a Abbreviate Integer and FloatingPoint (#3435)
I was suggesting this because `FloatingPoint` is pretty long. `int` and
`float` should be familiar abbreviations. `unsigned` should be familiar
to developers too, but `UnsignedInt` still feels usefully clearer for
the additional chars.

Jon Ross-PerkinsandRichard Smith 0d618b1278 Tidy up lint issues. (#3429)
These are manual fixes; mostly from clang-tidy, some from clangd (which
notes unused includes).

In typed_insts, adding inlline due to misc-definitions-in-headers. Per
discussion, clang-tidy is wrong, but inline silences it.

For parameter name skew in definition versus declaration, I'm just using
the name from the definition.

Jon Ross-PerkinsandChandler Carruth 0c0998d7cd Error when passing StringRef to CARBON_DIAGNOSTIC. (#3431)
This gets to a lifetime subtlety, particularly with things like the
sorting diagnostic consumer that delay output. In order to reduce the
chance of accidental references, disallow StringRef in the diagnostics.

For example:

```
./toolchain/diagnostics/diagnostic_emitter.h:162:5: error: static_assert failed due to requirement '!std::is_same_v<llvm::StringRef, llvm::StringRef>' "Use std::string or llvm::StringLiteral for diagnostic lifetimes."
    static_assert(
    ^
toolchain/check/convert.cpp:477:11: note: in instantiation of member function 'Carbon::Internal::DiagnosticBase<std::string, std::string, llvm::StringRef>::DiagnosticBase' requested here
          CARBON_DIAGNOSTIC(StructInitMissingFieldInConversion, Error,
          ^
./toolchain/diagnostics/diagnostic_emitter.h:47:7: note: expanded from macro 'CARBON_DIAGNOSTIC'
      ::Carbon::Internal::DiagnosticBase<__VA_ARGS__>(        \
      ^
```
