For now, we permit non-empty tuples to have trailing commas, and require
a trailing comma if there's exactly one list element. The exact rule
here has not yet been decided.
Lex [iuf][1-9][0-9]* as a new kind of "sized type literal" token. When
parsing that token, form a literal expression.

For error recovery, allow the braces around the controlled statement of
an `if`, `while`, or similar to be omitted. Remove support for nested
code blocks as this conflicts with struct literal syntax.
The presence or absence of whitespace is used to determine which
operator is in use, following the rules described in #520.
Support for prefix * dereference operator follows #523.

Factor out code for pattern parsing, that only recognizes this form for
now, and uniformly form a 'PatternBinding' parse node for this, for
both variables and patterns.
This should clean up our top level directory and the build patterns.
No non-mechanical edits here. Just injecting `toolchain/` and
`TOOLCHAIN_` and then running formatting tools.
