Dana Jansens fcae9610bd Make SemIR::TypeType be an empty FacetType instruction (#7813)
The type `type` is now a `FacetType` inst with no constraints. This
brings the model implemented in the toolchain into better alignment with
the language design. The `SemIR::TypeType` struct remains as a scope for
holding the `TypeInstId`, `ConstantId`, and `TypeId` constants, but is
not an `InstKind` anymore.

The `TypeType` inst looks a lot like singletons, but there are many
`FacetType` insts so it doesn't quite fit that model. So we put it
alongside singletons with a fixed inst id but refer to it as a more
general "builtin" inst that is not a singleton.
`Namespace::PackageInstId` is similar, and we group it with `TypeType`
conceptually as another builtin instruction with a fixed id.

No conversion is needed anymore to use a `type` as a facet, since types
also have a `FacetType` type. This simplifies and removes a number of
helpers and branches throughout the code.

The `TypeType` inst is now part of the constant store, so we end up
printing it in the constants block in every test. But it's also named
`type` rather than `%type` to preserve the majority of existing
formatting behaviour, though this does look different from other
constants.

Assisted-by: Opus 5 was used to generate a first draft and validate the
refactoring. Though nearly everything non-trivial the tool wrote has
been modified or rewritten.

Richard Smith a8afc45ed5 Omit empty observe: blocks from formatted SemIR. (#7487)
Also add SemIR ranges to observe test, removing 5K lines of
uninteresting SemIR output.

Jon Ross-Perkins e2bdbe8507 Make semir scope labels only print when non-empty (#6780)
This shifts logic a little so that empty top-level scopes are printed
less often. This affects imports mainly for now, but should be expected
to affect the soon-to-be-added generated scope more significantly.

Dana JansensandJon Ross-Perkins d17188208c Apply min-preludes to more tests (part 7) (#5704)
This drops file_test runtime from about 3s to 2.5s on my machine, which
is now ~30% faster than before #5653 slowed things down by adding a lot
of stuff to the production prelude.

Jon Ross-Perkins 04d534abee Remove the no_prelude directory, using --no-prelude-import directly (#5607)
People seemed receptive [on
#toolchain](https://discord.com/channels/655572317891461132/655578254970716160/1379196447827689553),
so proceeding.

For the two name conflicts, I've set it up so that there's a
"foo.carbon" and "foo_with_prelude.carbon", to indicate that the
no-prelude approach is preferred (with a shorter name).

Note min_prelude will require a little more work/thought, I want to
avoid adding `--custom-core` etc.

Jon Ross-Perkins de4c32beb5 Split apart some tests which don't need the prelude. (#3904)
This could probably go further, but I'm just trying to get the ability
to run some significant tests without the prelude. This already requires
some migration of `i32` and `bool` to non-prelude-dependent types
(technically not at the moment, but I'm trying to stick with the
philosophical model of the prelude).

Note this undoes part of #3895 which had made all lex/parse tests depend
on the prelude -- I don't think that was a necessary change. Rather, it
seems better to isolate individual lex/parse tests from the prelude. I'd
been on the fence in that PR (it was fixing one of the issues that
contributed to wanting to not include the prelude), but now it feels
more consistent. The prelude could have a parse error and we shouldn't
break every parse test on that.

Richard SmithandJon Ross-Perkins 62fe0cd385 Remove the builtin IR, and instead define builtin types locally. (#3910)
We don't need it any more, and removing it simplifies a few things:

- One fewer predefined `File` and reserved ID.
- We now have simply `Builtin` instructions for builtins, instead of
having an `ImportRef` that indirectly references a `Builtin`.
- `ConstantId`s now always refer directly to a local constant, instead
of sometimes referring to an `ImportRef` for a constant in the builtins
IR.

Jon Ross-Perkins 895e90e791 Start including the prelude for testing. (#3861)
- Adds an empty prelude.carbon file
- Imports that file in any non-Core package file
  - Adds --disable-prelude-import to avoid that
- Adds --exclude-dump-file-prefix to be able to hide files from dumping
- Used to hide core files (we can't do this by package name due to lex
dumps, for example)
- Restructures some tests to not rely on `i32`, particularly `alias`
tests (which rely on a name ref) and tests with no prelude.

I'm adding the framework for switching i32 to calling Int32 in the
prelude, but I'm running into a separate error actually switching over.
So that *mostly* works, but isn't quite ready for prime time. However,
maybe the current state of this PR is still useful to review since it
does a lot of the infrastructure work and adds the %Core everywhere?

Jon Ross-Perkins 2361830592 Special-case api/impl implicit imports and verify relevant redeclarations. (#3843)
Adds ImportIRId::ApiForImpl to reserve a specific slot for the `api`
import, so that the code can trivially determine whether an import is
from the same library. This is then used for merging function
declarations, because the rules for redeclarations in the same library
slightly differ as compared to other imports (note they're also not
identical to same-file rules).

The main thing this leaves from the recent #3762 is verifying that
entities forward declared in the `impl` file are also defined, but
that's not in-scope for merging; it's moreso post-checking validation.

Note, a lot of our `invalid <entity> ID` comments in ids.h were
incorrectly copy-pasted, so I've cut `<entity>`.
