Richard Smith d31a8b67d3 Update tree-sitter grammar (#7885) 
Update tree-sitter grammar to match toolchain, plus a couple of features
the toolchain doesn't yet implement: `like`, `each`, `expand`, `friend`.

Jon Ross-Perkins 5c3d6ce9b4 Add special-casing for tidy with boost_unordered (#6192) 
Tested locally in relation to
https://github.com/carbon-language/carbon-lang/pull/6182, difficult to
test server-side because of the action change combined with the
edge-case issue.
