Move IdentifiedFacetType to its own file (#7542)

I wanted to move it to check but there'd still be an
IdentifiedFacetTypeId and we keep all Ids in sem_ir. So leaving it in
sem_ir, but moving it to its own file. This more clearly separates
DeclaredFacetTypes and IdentifiedFacetTypes.
