Rename DiagnosticLocationTranslator -> DiagnosticConverter (#3804)

Browse Source 
Since the addition of TranslateArg, I don't think this type is going to
go away (cutting a TODO). Refactoring names slightly to fit the current
role, and adding const to ConvertLocation.
